社工组织及团队建设问题研究

【摘要】 随着我国政治、经济和社会体制改革深入发展,城市社区建设工作逐步展开,并取得了较大进展。为了更好地服务社区居民,推动和谐社区建设发展,需要建设一支高素质、高水平的社区工作者队伍。经过不断努力,我国城市社区工作者队伍不断发展壮大,社区工作者队伍的结构逐渐趋于合理,社区工作者所能提供的服务更专业化、多样化。但由于社会、历史等因素,我国城市社区工作者队伍建设还存在不少问题。主要表现在:社区工作者队伍的建设资金保障不足、工作者的整体素质与实际工作需要存在较大差距、社区工作者队伍的管理不够规范等。为了更好的促进我国城市社区工作者队伍的建设与发展,需要不断拓展资金来源渠道,保障社区工作人员的待遇福利;推动社区工作者的职业化、专业化,加强对工作者的教育培训;建立健全政策法规,加强对社区工作者的监督管理。以此满足城市社区居民日益复杂化、多样化的服务需要,促使我国城市社区工作者队伍更健康的发展。本文分析的框架结构分为五个部分,第一章,绪论主要廓清本研究课题的背景、意义和文献综述。从而确定本课题研究的领域和主题,指出此研究在实践方面的现实意义。第二章阐述社工人力资源管理的理论基础。通过分别从经济学、政治学、管理学的视角分析社工团队建设的理论基础,着重从公共管理的双因素理论、激励理论等理论审视,为社会工作职业化提供一个分析性框架。第三章分析社会工作从业人员职业化情况。以公共管理的双因素理论为研究的理论基石,采用座谈的形式对社会工作从业人员职业化情况作出分析,以点带面讨论并分析影响整个上海社会工作职业化的重要因素。第四章分析我国社工团队建设存在的问题及产生的原因,为提出完善对策奠定基础。第五章在前面分析的基础上,提出切实可行的建议,对社工队伍的建设的职业化和专业化提出公共政策的支持方向。最后结论部分对本文研究课题作了归纳性的总结:完善社工团队建设应有赖于良好的制度安排与确定的目标。
【Abstract】 As China’s economy and political structure in-depth development,urban communitybuilding work progresses step by step。In order to better serve thecommunity residents,topromote harmonious community building and development,need to build a high-quality,high level of community workers。 After continuous efforts,the city in the growing ranks ofcommunity workers, the structure of community workers becoming more and morereasonable,community workers can provide more professional and diversified services。However,due to social,historical and other factors,construction of Urban communityworkers also have some problems,mainly in: community workers in the construction fundsinadequate protection,the overall quality of workers needed and there is a big gap betweenactual work on the community workers in the ranks of management are not norms。 In orderto promote the construction and development of our urban community workers,need tocontinue to expand funding sources to protect the welfare of the community treatment ofstaff; to promote the professional community workers,professional,and strengtheneducation and training of workers; the establishment of sound policies and regulations,strengthen supervision of community workers management。This paper divide into five parts:Chapter I,introduction: This section of the mainaccount of the background,and significance。 Chapter II,Literature Review: mainly forsocial work experience in advanced countries and regions,the introduction of this researchproject to determine the domain and theme,point out some valuable innovation and practicalsignificance in practice。 Chapter III,research framework: Based on Chapter II of thischapter on the construction of professional social work,to study to define and formulateresearch framework and methods to survey and literature research methods,as the nextsection of the double from the public administration factor theory to examine theprofessionalization of social work in。Chapter IV, The two-factor theory of publicadministration theoretical foundation for the study,the use of discussion in the form of socialwork Xuhui area of situation analysis of occupational to point to an area to discuss andanalyze the impact of the Shanghai Social Work of the important factors。 Chapters informthe analysis of the previous chapters,and the use of two-factor theory of social constructionin the area of application of practical suggestions。 Chapters VI conclude remarks。 The part of the main subject of this study is summarized in wrap-up: a work truly become aprofessional depends on the good institutional arrangements。
