【摘要】 随着广州市城市化建设的进一步深入和市场经济体制的不断发展和完善，广州市当前的公务车管理制度弊端日益突显，一是财政负担沉重，二是公务车使用过程中存在的为“公”率低，严重助长了领导干部阶层的官僚习气，三是公务车大量增加并频繁使用，使城市交通堵塞和环境污染问题变得越来越突出。公务用车制度该如何改革已经成为全广州市民关注的热点问题。关于公务车管理制度的改革，广州市一些部门和区也都先后进行了试点，但最终大多数试点却因为改革不彻底或改革无法全面推行而收效甚微。问题到底出在哪里？下一步该怎么做？怎样才能成功地改革这种制度？本文以节约型政府所倡导的“公民本位、服务本位”理念为逻辑起点，对广州市目前公务车改革的现状、特点、存在问题进行研究，厘清有关基础理论；对当前公务车制度的现状和成因进行剖析，同时积极借鉴国内外关于公务用车制度的有益经验，构筑公务车改革的思路，提出对广州市公务车管理制度改革的建议和对策，以此达到从管理理念和制度根源上降低公务车行政成本，减少公务车财政支出，加强机关公务车辆管理，提高公务车辆使用效率，最大限度地减少公务车私用的目的，并期望对推进广州市公务车制度进一步改革的基本思路和主要措施有所助益。更多还原

【Abstract】 With the further development of the urbanization and continuous development andimprovement of the market economic system, the drawbacks of the official vehiclemanagement system of Guangzhou become more and more prominent. The current officialvehicle management system has lead to many problems, such as (1) heavy financial burden,(2)use public vehicle for personal matters, which contributes substantially to the red tape inleading cadres class,(3) urban traffic congestion and environmental pollution, both of whichare caused by a large increase of official vehicle and frequent use of those vehicles. Therefore,the reform of the official vehicle management system has become a hot issue concerned byGuangzhou people.The pilot program for the official vehicle management system reform has beenimplemented by some government departments and districts in Guangzhou. But the programdoes not work or has little effect because of its incompletion and poor enforcement. What’s theproblem on earth? What to do next? How to reform this kind of official vehicle managementsystem successfully and thoroughly? All of these questions are something that this paperattempts to answer.This article regards the idea of “citizen-based, service-based” advocated bySaving-government theory as a logical starting point and explores the present situation,characteristics and problems of the reform in Guangzhou. After clarifying the basic theoryrelative to the reform, the paper studies the current problems of the official vehiclemanagement system and analyzes the causes of the problems. Meanwhile, this paper draws onthe useful domestic and international experience about the reform of the official vehiclemanagement system. Based on the above analysis, this paper points out the reform clues andproposes some advice and solutions that can reduce the administrative costs and officialvehicle expenditure, improve the management of the official vehicle and the efficiency in theuse of official vehicles, reduce the use of official vehicle for private purpose. In a word,these solutions will be benefit to the improvement of Guangzhou’s official vehiclemanagement system.更多还原
