【摘要】 新一代信息技术、节能环保、新能源、生物、高端装备制造、新材料、新能源汽车等七大战略性新兴产业，是引导未来经济社会发展的重要力量。发展战略性新兴产业已成为世界主要国家抢占新一轮经济和科技发展制高点的重大战略。而软件产业作为一种“无污染、微能耗、高就业”的产业，凭借其强大的渗透性，在现代产业体系中起到了重要的支撑作用。软件产业不但能大幅度提高国家整体经济运行效率，并且能进一步带动新一代信息技术和信息服务业的发展，成为拉动经济快速增长的重要引擎。2011年，广东省委、省政府结合实际，在落实中央关于“十二五”发展主题主线的根本要求上提出了“加快转型升级，建设幸福广东”要求。围绕此心任务，我省将进一步推进信息化与工业化融合，促进传统产业转型升级，促进高端软件和信息技术服务战略性新兴产业发展，加快构建现代产业体系。本文将以广东软件产业政策问题为研究对象，结合本人在软件行业工作的基础及数据，通过国内外软件产业政策发展的环境、现状、主要影响因素的分析，认清当前广东软件产业及相关政策落实的存在问题。在全球软件产业发展的大背景下，结合软件发达国家、地区的成功经验，找到适合我省软件产业发展的战略，从而为政府提供政策建议。全文共分五大部分。第一部分是绪论，简要阐述本文的研究背景、国内外研究现状及本文的研究方法；第二部分立足广东省软件产业政策，微观的分析了我省广东软件产业发展的政策与绩效，从不同维度对软件产业政策的发展目标到政策评价进行阐述；第三部选取了四个具代表性的软件发达国家，对其产业政策、成功经验进行分析，为发展我省软件产业政策带来启示及借鉴；第四部分针对第二部分提出的问题的，结合第三部分的国内外发达国家成功经验，提出了我省软件产业政策发展及完善产业服务体系、扩宽企业融资渠道、加强市场管理、提升创新能力、提高专业管理水平、支持新兴业态发展等的政策建议。更多还原

【Abstract】 The strategic emerging industries in terms of new generation information technology，energy saving and environmental protection， new energy， biology， high-end equipmentmanufacturing， new materials， and new energy vehicles are important guiding force for theeconomic and social development in the future. Major countries in the world are strategicallyfocused on the growth of strategic emerging industries to seize the commanding point in anew round of economic and technological development while，The software industry，featuring pollution free，very low energy consumption， and high employment， plays animportant supporting role in the modern industrial system thanks to its strong permeability.Moreover， software industry not only greatly improve the operating efficiency of thenational economy as a whole， but also further promote the development of a new generationof information technology and information services， becoming an important engine tostimulate rapid economic growth.In2011， Guangdong Provincial Party Committee and Government， combining withactual practice， made requests on the acceleration of transformation and upgrading for theconstruction of happy Guangdong on the basis of putting the masterstroke of the twelfth fiveyear development theme into practice. Centering on this core task， Guangdong will furtherpromote the integration of informationization and industrialization， transformation andupgrading of traditional industries， the development of high-end software and IT services，and accelerate the construction of a modern industrial system.This paper strdies the policy issues of the software industry of Guangdong Province，combining the basis and data from the author’s work experience in it， and analyzes theenvironment， status quo， and main influencing factors of the policy(and incentive scheme)development of the software industry both at home and abroad.This paper recognizes the current problems existing in the Guangdong software industryand the implementation of relevant policies and， in the context of the development ofsoftware industry around the globe， finds a strategy suitable for development of that inGuangdong in combination with the successful experience learned from the countries andregions with developed software industry， so as to provide policy recommendations to thegovernment. This paper is divided into fourth parts：The first part is introduction which briefly expounds the research background， researchstatus quo at home and abroad， as well as the research methods used in the paper； thesecond part is the macroscopic review on the policies of China’s software industry since itsdevelopment， and the motivational role they have played in the software industry in thenational level； the second part， based on the policy of the software industry in Guangdong，is the microscopic analysis of the policy and performance of its development， and to revealthe development goals and evaluation of its policyfrom different point of view； the third partchooses four representative countries with developed software industry and analyzes itspolicies and successful experience for Guangdong to be inspired and learn from； the last part，aiming at the question in the second part and combined with the successful experience in thethird part， proposes suggestions for the policy development of the software industry inGuangdong in the aspects of consummation of industrial service system， broadening offinancing channels for enterprises， strengthening of market management， enhancement ofinnovation capability， improvement of the level of professional management and supportingof the development of new industry.更多还原
