【摘要】 政府网站是各级相关人民政府及其附属部门以提供政务信息、开展网络服务、同广大人民群众进行沟通为目的的网络平台。建设好政府网站是便于全国各级相关人民政府以及其附属部门，按照法律规定去实施行政，提升公共服务和社会管理能力、维护人民群众的监督权、参与权和知情权，有利于加强政府行政管理体制改革，促进政府自身建设。因此，服务型政府网站建设问题既是从理论层面研究服务型政府建设问题的一个方面，同时也是贯彻落实科学发展观、构建社会主义和谐社会的客观需要。本文采用了多学科相结合的研究方法，综合运用了社会科学多方面的知识，以政府网站绩效评估的视角，通过研究探索使服务型政府网站建设成为独具特色的政府门户网站建设。本文第一部分是导论，主要从论文的研究背景，研究的目的及意义，国内外研究现状，及研究方法来进行分析阐释。本文第二部分主要研究服务型政府网站建设以下范畴，即：政府上网及服务型政府的涵义、政府上网的发展历程、政府网站对服务型政府建设的作用及服务型政府网站建设的主要原则。第三部分采用了比较分析的研究方法，以加拿大政府网站、美国、新加坡这三个国家为例简介国外领先政府网站发展现状及其成功经验。第四部分从政府网站是打造政务信息公开的第一平台；政府网站是提高政府工作透明度、建设一站式服务平台；政府网站是完善公共服务体系以及畅通社情民意渠道这三个方面进一步研究了服务型政府网站建设的主要内容和作用，第五部分以成都服型政府网站建设为例子进一步分析，最后提出了优化的对策与建议。政府网站，是政府建设电子政务的重要组成部分，是各级政府通过实施信息化方法对社会进行规范化服务管理的电子载体和平台，体现的是各级政府电子政务能力建设的重要标志。政府网站建设是否规范合理成熟对政府电子政务的建设意义都非常重大。更多还原

【Abstract】 The government website is related to the people’s government at all levels and itssubsidiary departments for the purpose of the network platform of online services to providethe government information, and to communicate with the majority of the people. Buildinggood government site is to facilitate the National People’s Government at all levels as well asits subsidiary departments, in accordance with the law to implement administrative, improvepublic services and social management capacity, safeguarding the people’s supervision rights,participation rights and the right to know, will help strengthen the government administrationmanagement system, and promote the government itself. Therefore, service-orientedgovernment website building both a service-oriented government building from thetheoretical level research, but also to implement the scientific concept of development, theobjective needs of building a socialist harmonious society.In this paper, a combination of multi-disciplinary research methods, integrated use of awide range of knowledge in social science, government website performance evaluationperspective, through the study and exploration of the service-oriented government websiteinto a unique government portal construction. The first part of this paper is the introduction,mainly from the research background, the purpose and significance of the research status andresearch methods to analyze the interpretation. Following the second part of this researchservice-oriented government website construction areas, namely: the government online andthe meaning of the service-oriented government, the development process of the Internet bythe government, government websites of the main principles of the service-orientedgovernment construction and service-oriented government website construction.
