【摘要】 30多年改革开放的过程，是一个高度集中的计划体制治理下覆盖面不断减少的过程，是社会治理的模式由垂直型向扁平化转变的一个过程。经验告诉我们，以往“摸石头过河”的改革遵从这样的一个范式：发现问题—提出方案—反复试错—调整政策—制度创新—制度积累—体制创新。由于我国市场经济的稳步发展，政府与社会的分化越来越明显，各级阶层的结构和社会关系出现深刻变化，而社区作为社会发展的基本细胞，发挥着越来越重要且不可替代的功能。社区管理是社区建设深化发展的产物，面对当前居民群众日益增长的物质文化需求和社区服务多元化的格局，我们要采取什么措施对社区进行高效管理？这对于社区管理者来说是一个相当重要的课题。本论文的研究对象CH社区是一个典型的城乡结合部，兼备了农村社区和城市社区的特点，管理难度相对大。现时的管理措施和管理模式已经明显不能适应时代的发展，社区中许多形形式式的问题逐渐浮现出来。本论文对CH社区的管理机制进行研究分析，结合了CH社区当地的人文情况和地理情况，在工商管理相关理论的指导下，创新社区管理模式，制定一套符合CH社区现阶段发展情况的管理机制，以更好地理顺社区各类问题。本论文共分五个章节，第一章首先阐明论文的研究背景、目的和意义，提出论文的创新点，然后对关于“社区”的重要知识作介绍；第二章开始对论文的研究对象CH社区进行细致的分析，包括CH社区的概况、特点和存在问题，从而提出管理机制创新的重要性和必要性；根据CH社区的基本情况，第三章就探讨CH社区管理机制创新的方向，提出机制创新的目标，并对国内成功的社区管理模式创新作介绍，由此整理出CH社区管理机制创新的总体框架；第四章为论文的重点，结合CH社区的实际情况，从四个大方面提出各项机制创新的方向和具体措施，解决社区存在的问题，实现CH社区管理机制的创新；第五章是结束语，主要回顾论文的研究方法、研究过程以及得出的结论。更多还原

【Abstract】 Over30years of the reform and opening up process, is a highly centralized andplanned coverage continuous declining process, and is also a process for the socialgoverning mode change from verticality to plane. Experience tell us the reform"fording the river by feeling for the stones"comply with such a mode: problemdiscovery, solution providing, repeated trial-and-error, policy adjustments,innovations, accumulation, systems innovation.With the development of China’smarket economic system, government and social differentiation in the market growing,social class structure and the profound changes in social relations, and communities asthe basic unit of social development, is gradually playing an increasingly importantrole.The efficient management of the community is deepening development ofcommunity-building products,With the rapid development of social economy, thecurrent people’s growing material and cultural needs of the masses and diversifiedpattern of community services, what shall we do to make it efficient with themanagement of the community?That’s a very important issue.Research object of this paper is a typical suburban CH community, characteristicsof both rural and urban, make it difficult to management.Current management measuresand model has obviously cannot adapt to the new era of development, more and moreproblem in the community has been gradually surfaced.This papers is based on theresearch of CH’s management mechanism,combining with the local humanities and thegeographic condition, using relevant theory of business administration to create a newcommunity management mode which is suitable with the current development of theCH community to improve the management of community.This paper is divided intofive chapters, the first chapter clarify the background, purpose and the significance ofthe paper, propose the innovation point of this paper, and then introduce the keyknowledge about the "community"; Chapter two begins to analyse the detail of ourobject,the CH community,including CH profile, characteristics and problems of thecommunity, than present the importance and necessity of raising managementmechanism innovation; Base on the situation of CH community,chapter III discuss the innovation direction of the CH community management mechanism, present the goalsfor the mechanism innovation, introduce the successful case in domestic communitymanagement, then clear up the overall framework of the CH community managementmechanism innovation; This paper focus on the fourth chapter, combine with the actualcondition of the CH community, raise the direction and the specific measure for eachmechanism innovation from four sides to solve problems in the community, achieve theinnovation of the CH community management mechanism;The fifth chapter is closing,major to review the paper research method and process, then come to a conclusion.更多还原
