【摘要】 建立农村医疗保障制度是我国政府在新时期急需解决的问题，建立健全的农村医疗保障制度，是完善社会主义市场经济体系的必然要求，也是促进农村劳动力合理流动，提高经济增长的有效途径。本文的研究是基于以下背景提出的:1、农村医疗卫生保障制度的缺乏使得农民因病致贫、因病返贫的比例提高;2、改革开放前以农村合作医疗为主体的医疗保障制度被世界卫生组织誉为发展中国家解决卫生保障的唯一典范，改革开放后中国的农村卫生却被世界卫生组织引为卫生政策的反面案例，仅20年世界卫生组织对中国卫生的评价出现巨大的反差;3、目前对农村医疗卫生保障制度的研究多是从社会学、卫生经济学角度展开，多侧重于技术研究，而忽略了对制度环境的研究。本文主要运用了比较研究方法，首先是将世界各国理论界对医疗保障的研究进行充分的总结，并且通过比较的方法寻找到差异存在的原因，之后通过对经济学相关理论的介绍以及世界各国医疗模式的研究，指出我国农村合作医疗所存在的问题并剖析其主要原因，最后，在对相关理论知识探索与研究的前提下，指出通过缩小城乡差距、提高医疗资源利用率以及加强农民与医疗制度的互动来推进我国农村合作医疗的发展，紧接着，本文指出了我国医疗保障制度可能的创新，主要有观念创新、提高目标和激发社会力量三个方面。农村合作医疗关系到我国城镇化建设的步伐，甚至影响着全面小康社会的发展前景，因此，本文的研究对象具有前沿性并且它需要我们每一个人的关注和参与。更多还原

【Abstract】 The establishment of rural medical security system is our government in the new era inurgent need solve the problem.establish and improve the rural medical security system is aninevitable requirement for perfecting the social market economic system. The system ofperfect socialist market economy is the inevitable requirement, is also to promote thereasonable flow of rural labor, raise economy to increase the effective way.
