【摘要】 科协是党委、政府联系广大科技工作者的桥梁纽带,承担着组织动员广大科技工作者,参与社会管理,服务和谐社会建设,为经济社会发展建言献策、决策咨询的重要职能。当下,我国正处在政治、经济与社会的转型时期。在这样一个时代背景下,科协组织在社会管理中的创新作用研究则主要集中在“科协组织的培育和发展”这一中心主题展开,主要致力于解决“科协组织的激励机制”这一中心问题。然而,从我国科协组织运作的现实状况来看,科协组织的公信力有待提高,如何构建和实施有效的科协组织的激励机制,势在必行。因此,研究科协组织在社会管理创新中的作用具有很现实的意义,对促进科协工作具有指导性的意义。本文着眼探讨科协组织更好地为社会管理做好服务,以社会组织参与社会管理为借鉴,在当前的社会管理体制框架下,客观的认识、分析目前科协组织发展过程中存在的问题,并力图探索出科协组织如何更好地为加强和创新社会管理的策略。本文采用的研究方法主要包括文献研究、理论分析与实证分析相结合、比较研究等。本文以分析社会组织的特性为主探索科协组织的发展,论述了以下几个方面的问题,其中以存在问题及改革策略的探讨为重点；对我国及山东省当前的科协组织体制进行了探讨,在此基础上对科协组织在服务社会管理体制性障碍进行了分析。对科协组织发展中存在的自身问题进行了探讨,如经费严重不足,组织功能实现不充分,组织结构不合理等。最后根据存在的问题和成因分析,探讨了推动科协组织参与社会管理创新的改革策略。最后希望这些措施能够付诸实施,使山东省的科协组织能够为社会管理创新做出更辉煌的成绩。更多还原

【Abstract】 The AST is a bridge between the party committees and the science and technology workers, to organize and mobilize science and technology workers to participate in social management, services, construction of a harmonious society, to offer advice and suggestions for the economic and social development, and play an important role in serving decision-making advices. The moment, China is in a period of political, economic and social transformation. In the context of such an era, the innovative role in the social management of AST focused commence the central theme in the "cultivation and development of the Association for Science and Technology Organization’", mainly to address a central issue,"incentives of the Association for Science and Technology Organization". However, from the point of view the operation of the actual situation of the Association for Science and Technology Organization in China, the credibility of the organization needs to be improved. The problem how to build and implement effective incentive mechanism of the Association for Science and Technology Organization is imperative. Therefore, the analysis of AST’s role in social management innovation is very important for the promotion of the CAST work.This article focus on good service for the community management explore the AST organization, participating in social management of social organizations in order to draw in the current social management system under the framework of objective understanding and analysis of the Association for the organizational development process, and trying to explore the AST organization how to better strengthen and innovate the public administration strategy. In this paper, the research methods including literature review, theoretical analysis and empirical analysis, comparative study.Explore the development of the AST organization to analyze the characteristics of social organization and discusses the following aspects, which focus on the existence of issues and reform strategies; carried out in China and Shandong Province AST organizational structure explore institutional barriers in the service of social management on this basis, the Association for Science and Technology organization. I research some problems in the AST organizational development itself, such as the serious shortage of funds, the organization functions is not sufficient, irrational structure. Finally, according to the problems and causes, I discuss reform strategies to promote scientific organizations to participate in social management innovation. Lastly, I hope these measures will be implemented in the Shandong Province of the Association for organizations to make more brilliant achievement for social management innovation.更多还原
