【摘要】 回族地区基层党组织建设，既是中国共产党基层组织建设的有机组成部分，又是回族地区经济社会发展的战斗堡垒，在全面认识和自觉运用马克思主义执政党建设理论的过程中，必须认真贯彻落实党的民族路线、方针和政策。改革开放30年之后，回族地区经济社会面貌发生了翻天覆地的变化，同时，也出现了诸如政治民主发挥不充分，经济社会发展不平衡，民族宗教问题纠缠难以厘清等粗略问题，通过不同回族地区经济发展数据作比较，得出巨大的倍数引发追究问题产生的原因，这就是回族地区基层党组织在实现自身建设的过程中，广大党员干部缺乏创新发展的积极性和主动性。因此，回族地区基层党组织建设必须寻找到解决这些问题的对策。笔者以张家川回族自治县基层党组织建设为立足点，经过深入地分析和研究。首先，回族地区基层党组织广大党员干部，在面对回族地区经济社会发展不平衡时，认识到回族地区基层党组织建设的普遍性，即科学性和战略性特征；更重要的是要认识到回族地区基层党组织建设的特殊性“宗教”因素，包括回族宗教根源的长期性，回族宗教广泛信众的群众性，回族宗教教派较多的复杂性。其次，认识到回族地区世情、党情和区情要求加强基层党组织建设的重要性，认识到回族地区基层党组织建设是党建的基础工程，党员干部联系回族群众的桥梁和纽带的必要性。最后，进一步分析了党在自身建设，即“五大建设”（思想建设、组织建设、作风建设、制度建设和廉政建设）方面存在的问题，回族地区社会变革对基层党组织建设的理念、领导方式、适应能力和活动方式影响的问题。对此，作为回族地区基层党组织建设，在面临回族地区经济社会发展的种种困境中，要取得回族地区跨越式发展，关键则取决于回族地区基层组织在实现自身“五大建设”的基础上，探索新形势下回族地区基层党组织建设的有效对策，要以科学发展观为指导全面加强党的建设，要以提升党员干部科学执政能力为核心探索管用人新路子，建立健全党员干部评估指标体系，密切党员干部与回族宗教群众的联系，提高党员干部回族宗教工作的方式方法，努力维护广大回族信教群众的合法权益，从而不断提高回族地区基层党组织建设的科学化水平。更多还原

【Abstract】 The hui nationality area grass-root party construction, since China’s communist partyorganizations at the grass-roots level the organic part of the construction, and thedevelopment of economy and society in the hui nationality fighting forts, fully understandand appropriate application in marxist ruling party construction theory in the process, mustconscientiously implement the party’s national line, principles and policies.
