【摘要】 2008年,金融危机席卷全球,中国装备制造业遇到了前所未有的机遇和挑战。虽然目前经济形势好转,但金融危机的负面影响仍然存在。作为装备制造业大省的辽宁也不可避免受到冲击,依靠技术创新是振兴装备制造业和辽宁老工业基地的不二选择。纵观辽宁装备制造业的发展历程,不难看出,辽宁装备制造业发展的每个阶段,都伴随着技术创新政策的制定、修改、实施。技术创新政策对于装备制造业发展的作用也日益彰显。改革开放后,辽宁省装备制造业技术创新政策发展大致经历了三个阶段,奠定了辽宁省装备制造业技术创新政策体系的基础。本文总结分析辽宁省装备制造业技术创新政策体系构成,认为辽宁省装备制造业技术创新政策在制定、执行、评估中都存在明显不足,原因是多方面的。通过美国纽约州和密歇根州的装备制造业技术创新政策体系的启示,本文提出了完善辽宁省装备制造业技术创新政策的建议：提高辽宁省装备制造业技术创新政策主体的认识,深化辽宁国有装备制造业企业改革和市场经济体制改革,完善“政府主导、社会专业机构组织、专家学者”共同参与的模式,健全辽宁省装备制造业技术创新政策评估系统,提出了完善辽宁省装备制造业技术创新的相关政策内容和模式的对策,以此来促进装备制造业技术创新,振兴辽宁老工业基地。更多还原

【Abstract】 In2008, Chinese equipment manufacturing industry encountered unheard-of opportunities and challenges during the global financial crisis. Although the economical situation is going better, the downside effects of financial crisis still exist, and Liaoning can not escape as the equipment manufacturing industry base of China. The only choice for promoting Chinese equipment manufacturing industry and for the old industry base of Liaoning is technology innovation. It’s not difficult to see, there were technology policy making, revising, and implementing existing in every stage of the development of Liaoning equipment manufacturing industry, and the promoting effect of technology innovation regarding the equipment manufacturing industry was shown day by day.After reform and open policy, Liaoning Province equipment manufacturing industry technological innovation policy development has experienced three stages approximately, these policy development has laid Liaoning Province equipment manufacturing industry technological innovation policy system’s foundation. In the dissertation, technology innovation policy system constitution was summarized and analyzed, and defects were found in formulation, execution, appraisal, monitoring and end of technology innovation policy. Under the enlightenment of New York state and Michigan’s equipment manufacturing industry technological innovation policy system of the USA, new technological innovation policy suggestion for the new situation were proposed. Improve the Technology Innovation Subject Policy knowledge of equipment manufacturing industry in Liaoning Province, deepen the reform of Liaoning state-owned equipment manufacturing enterprises and the market economic system, Improve the "government-led, community professional organizations, experts and scholars" to participate in the model, perfect Technology Innovation Policy Evaluation System of equipment manufacturing industry in Liaoning Province, propose relevant policy content and mode of response to The equipment manufacturing industry to promote technological innovation, revitalization of old industrial base in Liaoning.更多还原
