【摘要】 长期以来,我国公共服务主要是通过政府直接提供来实现的。政府对公共服务的生产和供给的过度垄断,不仅在很大程度上导致了机构人员膨胀、权力寻租与腐败、服务成本高、公众满意度低等问题,而且使政府职“越位”与“缺位”问题长期难以解决,“政”“事”分开进展缓慢,使得公共服务供给不足与财政资金的低效率和浪费并存。作为一种自西方产生并且在一些国家成功实践的公共政治模式,政府合同治理理论已经经过了很长的发展阶段,并且取得了一些有效的成果。因此对于我们来讲,政府公共服务合同制管理是一种新型的政府提供公共服务方式。这种模式改变了政府以外供给公共物品的方式,将原来由其直接举办的、为社会发展和人民日常生活提供服务的事项交给有资质的社会组织来完成,并支付服务费用。通过合同制管理实现政府由公共服务的“生产者”向“购买者””转变,逐步发展成为大多数国家改革政府管理模式的主流方式。公共服务合同制管理正是一种将政府权威制度与市场交换制度功能优势互补的复合制度安排,因而这是一种有效的政府职能履行方式。本论文放眼世界,着眼中国,目的在于通过文献资料的梳理、相关理论和实践成效的分析、专家学者的访谈以及相关的官员的对话,逐步的来构筑起本论文的基本框架和内容。先通过对国外政府合同治理模式相关理论的起源、发展和运用于实践的过程的梳理,掌握这一理论,然后对已经采用这一模式实践的国家的成效进行分析,找出在实践运行中的一些问题和经验。最后,针对中国现实国情,在充分梳理和分析西方政府合同治理模式理论和实践经验的基础上,探讨在中国目前现有的公共政治环境和条件下,是否有可能借鉴甚至是推广政府合同治理模式,通过这样的一种方式着眼于中国,探讨在中国实行中国购买合同的可能性和必要性,希望能为中国社会转型、政府职能转变等一系列有价值的问题提供一些参考和建议。改善目前中国存有弊端的公共政治状况,更好的为社会主义市场经济,为和谐社会做出贡献。更多还原

【Abstract】 In China, public service is accomplished by direct providing in a long time. The monopolize of accommodation of public service not only lead to Expansion of agency personnel, rent seeking and corruption, high-cost services and low public satisfaction, but also difficult to resolve a long-term between "Offside" and "Absence", which cause poor efficiency and waste.As a public political model produced and practiced in west, this theory has a long stage of development, and has some efficient achievement. For us, government’s public service contract management system is a new-style of providing public service by government. It’s implemented by qualified social organizations and paid by government instead of holding by it. The government changed "producer" to "buyer" in public service form contract management. It’s a mainstream form in reforming the government’s management model in most countries. Public Service contract management do is a complex institutional arrangement which is complementary between government authority and market enchantment.This issue focuses on China, but looks the world, the target is to build up the basic framework of this paper and the content step by step, by combing literature, anglicizing of the relevant theory and practice, expert Interview and talking with government officials. Firstly, clarify the origin, development, and applied to the process of practice of related foreign government contracts theories, and master them, secondly, analysis the effects in the countries which has practiced, to find some problems and experience.Then, based on Chinese national conditions and the analysis above, we explore the possibility of promotion this model. To search the possibility and necessity, provide valuable suggestions in transforming government functions.
