【摘要】 随着全球气候形势的日益严峻,国际上对环境保护的呼声和要求越来越高,党中央国务院高瞻远瞩,近年来逐渐把环境保护摆在越来越重要的位置,在环境保护立法、机构设置、人员装备等方面都有很大飞跃。虽然我国环境保护工作起步较晚,基础薄弱,但在各级政府的高度重视下,近年来各级环境保护部门集中力量大力打击环境污染事件和环境违法行为,改变了之前只要生产就有污染的状况,初步遏制了环境污染事件高发的态势,营造了全社会都在关心、关注、支持环境保护的良好局面。随着我国经济社会改革开放30多年来的快速发展,民众生活水平大幅提高。民众对环境质量的要求也日益提高,对环境保护工作的期望也越来越高。环境监察执法是打击环境违法行为的最主要抓手,是冲在环境保护工作第一线的关键部门。可以说,民众对环境保护工作的认可程度,最直接的表现就是对环境监察执法工作的认可程度。近年来,安徽省各级党委政府十分重视环境监察执法能力建设,投入了大量人力、物力、财力,环境监察执法队伍从无到有、从弱到强,快速发展。安徽省环境监察执法为守护安徽的碧水蓝天立下汗马功劳,但发展中的环境监察执法还存在诸如整体工作部署不适应形势需求、执法能力相对较弱、体制机制不配套等制约因素。这些因素不但制约环境监察执法主体的积极性、能动性,也为一些不法环境行为提供了庇护,甚至纵容了那些恶意污染环境的行为。仔细分析,这些因素的存在有组织结构与文化刚性的原因,有人力资源管理原因,也有政绩考核不合理的原因。展望未来,安徽省必须从优化体制机制、引导企业主动守法、提高环境执法能力、优化考核管理等方面,推进环境监察执法效能提升。通过提升环境监察执法效能,进一步推动安徽省环境保护工作,守护好安徽碧水蓝天,为子孙后代留下环境优美的江淮大地,为安徽经济又好又快发展保驾护航。更多还原

【Abstract】 With global climate situation becomes more serious, the voices and demands of environmental protection is increasing internationally. The Party Central Committee and the State Council show great foresight, has put environmental protection in the more and more important position in recent years, we have very big leap in the environmental protection legislation, institutional setup、personnel equipments and so on. Although our state’s environmental protection work has a late start with a weak foundation, under the great focus of all levels of governments, in recent years, all levels of environmental protection department concentrate on combating environmental pollution incidents and environmental violations, and change the only production before there is pollution situation, initially curbed the trend of high incidence of environmental pollution incident, has built the good situation that whole society are caring、concerning and supporting about environmental protection.With the rapid development of China’s economic and social reform and opening up30years, the level of people’s lives increased substantially, people’s requirements of the quality of environment are increasing. The environmental protection work has been expected highly more and more. Environmental monitoring and law enforcement is the most important start point to fight the environmental crime, which is main department on the first line in the environmental protection work. In a way, the most direct performance of the people’s approval degree of environmental protection work is to ask for environmental monitoring law enforcement timely and efficient.In recent years, the Party Committees and government of all levels in Anhui province have put great stress to the construction of the environmental monitoring and law enforcement abilities’, have invested a lot of manpower, material and financial resources. Anhui province environmental monitoring law enforcement has been developing from weak to strong to guard the beautiful environment of Anhui province. But the whole work deployment of environmental monitoring and law enforcement in Anhui province, can not yet adapt the situations now. Law enforcement capability is relatively weak. All these factors not only restrict the law enforcement main body’s enthusiasm and initiative, also provide shelter for some lawbreakers, but even indulge the malicious behavior of environmental pollution. By careful analysis, these factors have reasons that include organizational structure, cultural rigid, human resources management systems and existing government achievements appraisal systems. In the future, we must promote the environmental law enforcement ability from several aspects that include optimizing the work system of environmental monitoring law enforcement, guiding enterprise active law-abiding and optimizing the assessment of political achievements in Anhui province. By that promotion to further improve environmental protection work, to leave the children with beautiful environment in Jianghuai, and to escort the development of Anhui economic well and rapidly.更多还原
