【摘要】 军品贸易(arms trade)简称军贸,是一种买卖或转让行为,贸易产品包括武器系统、弹药以及军需品,其贸易媒介是货币或是折价的实物,这种贸易一般发生在国家与国家之间、地区与地区之间、国家与地区之间、个人与国家之间、或是个人与个人之间。本文中军贸项目是指一种具有系列性、复杂性和相互关联性的军贸活动,具有清晰的活动目标,在质量、进度、成本、资源配置约束条件下,按照国际、国内制定的关于军贸活动的相关法律法规、条例和惯例,根据双方签署的合同条款完成。本文以XX院的军贸项目活动为背景,根据其军品贸易活动的实际情况为出发点,研究了项目管理这一科学管理方法中质量管理在院军贸项目活动中的运用,介绍了军贸项目活动中使用到的质量管理理论知识与方法,重点阐述了质量管理在军贸活动中为根据用户方需求以及所提出的技术要求而需要交付的军品型号产品的研制过程这一重要阶段中的有效运用,并根据院质量管理的现状提出了质量管理体系进一步优化的具体建议,使项目管理这一科学的管理方法能在军贸项目活动中得到更加全面、有效的实施和应用。更多还原

【Abstract】 Arms trade, can be defined as a kind of sale (or transferring) behavior of weapons, ammunition and munitions between countries, countries and region or regions, between country and person or persons through currency (or trade-ins as materials) medium. Arm trade project in this thesis is defined as a series, complicated but correlated arms trade activities relating to military products trade, which have a definite purpose or target that must be accomplished as per mutually signed contract which designated period, budget and resource limits under instruction of laws and regulations, rules and conventions relating to arms trade activities established at home and abroad.Set the truth of arms trade as starting point, taking as arms trade activities of an academy as the background, the thesis studies application of quality management in project management on arms trade, introduces applied theoretical methods of quality management in arms trade, especially sets points on effective application of quality management during research and development phase of to-be-delivered products for arms trade as per needs and technical requirements from clients, and proposes detailed suggestions for optimization of quality management so as to make project management play an active role more comprehensively and effectively in arms trade activities.更多还原
