【摘要】 在我国“四横四纵”高速铁路中,京沪高速铁路是极为重要一环,是我国高速铁路的代表性名片,代表着我国高速铁路的最高水平。京沪高速铁路的建设目标是建设世界一流的高速铁路,在建设过程中,开展标准化作业管理是一项必需且最为有效的管理手段和方法。从目前国内的研究现状来看,标准化作业管理的研究总体上欠缺较多,相关的研究系统性不足、理论性不强,可操作性差。基于这样的背景,本文在参阅国内外大量标准化作业管理相关研究资料的基础上,应用管理的系统原理,采用管理的行政方法和技术方法,通过分析国内铁路建设的管理现状,尝试性地提出了由文件体系、执行体系、监督体系和执行文化组成的标准化作业管理的体系模型,总结了建立系统的标准化作业管理的方法；以标准化作业管理体系模型为根本,结合京沪高速铁路开展标准化作业管理的实际做法与经验,以实证研究的方法,进行了具体的分析和验证,探讨标准化作业管理系统模型的充分性、可行性和有效性,并介绍了具体的管理措施和管理经验。通过该体系模型和操作方法在京沪高速铁路建设管理的实践,为高速铁路建设管理提出了具体的工作手段和管理实例。通过本案例研究,期望能推动我国高速铁路的建设管理水平,为其他高速铁路建设的建设、咨询、监理、施工等参建单位,在高速铁路及其他同类建设项目过程中,提供项目管理的参考和借鉴。更多还原

【Abstract】 The Beijing-Shanghai high-speed railway line is a very important part in the "four horizontal and four vertical" high-speed railway network in our country. It represents the highest level of high-speed railway in our country. The target is to achieve the first class objective in the world. During the construction, implementing standardization management is a necessary and the most effective tool and method. From the current domestic research perspective, the standard operation management research, in general, is still lack of theoretical system and is in the less operational state. Because of the above background and on the basis of sharing the local and international standardization operation management information, adopting the system principle of management, using administrative and technology methods, through the analysis of the domestic railway construction management present situation, this article proposes standardized operations management system model composed by systems of document, implementation, supervision and executing culture. It summarizes the method of establishing system standardization operation management, namely, taking the standardization operation management system model as the fundamental basis, sharing the practice and experience during the line implementation standardization operation management, together with actual practice research and analysis. The article analyzes, clarifies and discusses the details, feasibility and effectiveness of the standardization operation management system and also introduces the specific management measures and experiences. Through the practice of the system model and operation method under the line construction, the author puts forward the operation methods and management cases in details for high-speed railway line construction management.Through this case study, the author hopes to promote China’s high-speed railway lines construction and management levels and to contribute valuable experiences and methods to the other entities for the similar projects construction, consultation and supervision.更多还原
