高等教育向农村延伸:“一村一名大学生计划”实施个案研究

【摘要】 在社会主义新农村建设的大背景下,2004年秋教育部开始实施“一村一名大学生计划”教育项目,这个计划的实施是中央广播电视大学面向农村远程教育进一步开放和向下延伸的一项重要改革,是中国农村成人高等教育的一次带有突破性的进展。此项目历时七年,已经送走五届毕业生,在社会上引起广泛反响。“一村一名大学生计划”教育项目面向农村农民,为农村培养大批“学得好、留得住、用得上、懂科技、善经营”的农业技术应用带头人、发展致富带头人和农村社会经济发展的带头人。研究者首先对以往有关此项目计划的研究进行了文献综述,整理出以往研究的不足,进一步完善自己的研究。本文以山东省Y学院为个案,通过个案研究法现场观察法、文献法、访谈法和问卷调查法等一系列研究方法,在对“一村一名学生计划”项目和全国各试点实施情况简要介绍后,详细地梳理了Y学院的教育规模、专业设置、办学、教学管理、考试工作及学员学习等情况,并提出研究者在实地调研中发现学校项目实施中存在的问题和农村学员自身学习问题,最后提出研究者的建议,例如政府要做好统筹规划让农村学员公平入学和加强师资队伍建设等。高等教育向农村延伸:“一村一名大学生计划”个案研究从宏观和微观两种视角进行论述,扩展并加深了研究的广度和深度,提出的建议力求从实际情况出发,在实际应用中体现针对性,对“一村一名大学生计划”后续的实施和研究进行了展望。
【Abstract】 In the backdrop of the new socialist countryside construction, the Ministry of Education launched the "One village with one university student" in the fall of2004, the implementation of this project is the Central Radio and Television University for distance education in rural areas a further opening up and extending down major reform of the Chinese rural adult higher education with a breakthrough. This project took seven years, has bid farewell to five graduates, caused widespread repercussions in the community."One village with one university student" is to cultivate a large number of agricultural technology leaders, development and prosperity of the leaders and rural social and economic development leaders who are "learn better, retain rural, useful, understand the science and technology, good management" rural farmers.At first the researcher had a literature review of previous research on this project. This thesis takes Y College, Shandong Province, as a case, and uses a series of research methods such as case studies, field observation, literature, interviews and questionnaires, and so on. After a brief introduction of "One village with one university student" implementation in the country pilot, the researcher describes professional settings, school conditions, enrollment, teaching management, examinations and student learning of the Y College in detail, and put forward what the researchers found in school implementation problems and rural students learning problems in the field research. Finally the researcher recommends the proposal in the basis of theory, such as the government should make overall planning for the fair enrollment of rural students, strengthen the teaching staff."One village with one university student" education situation case study discussed the problems from both the macro and micro perspective, and expand and even deepen the breadth and depth of the study, and the proposal are set out from the actual situation, and the practical application with more targeted, and it’s important for "One village with one university student" subsequent implementation and research.
