基于JAVAEE的矿产资源税费管理系统开发

【摘要】 我国矿产总资源丰富,总量居世界第三,但是矿产资源保障程度并不乐观,相当一批资源可供性下降,逃税漏税比较严重,同时我国的矿产资源管理方式还比较粗放,矿产资源浪费严重。矿产资源税费管理系统有效的解决了矿产资源的保障性问题,从政府制定开采计划,企业按计划开采矿产到企业运销矿产整个流程实现了在政府的监督下进行,从而从根本上杜绝了矿产资源流失和逃税漏税的现象。矿产资源税费管理系统主要利用二维条形码加密技术对票据进行加密和Rfid对车辆进行有效地控制,政府按照开采计划给企业发放加密的票据。企业严格按照制定的开采计划开采矿产,并接受政府的监督。本文阐述了我国矿产资源的现状,提出了通过加密票据控制开采量的方法,解决了矿产资源税费流失和矿产乱采乱挖的问题,介绍了系统中采用的Model+View+Controller模式和Struts+Hibernate+Spring框架,并着重介绍了Rfid技术和二维条形码技术在本系统中取到的关键作用。

【Abstract】 The total resources of mineral wealth, the total ranks third in the world, but not optimistic about the level of protection of mineral resources, a considerable number of resources available is reduced, more serious tax evasion, and management of mineral resources in China is still relatively extensive, waste of mineral resources serious.Management system of mineral resource tax effective solution to the problem of protection of mineral resources from the government to develop mining plans, business plans by companies marketing mineral exploitation of mineral to the entire process to achieve under the supervision of the government to essentially eliminate the mineral resource loss and tax evasion phenomenon. Mineral resources use tax management system is mainly two-dimensional bar code encryption technology to encrypt and Rfid bills to effectively control the vehicle, the government issued in accordance with mining companies plan to encrypted notes. Enterprises developed in strict accordance with the exploitation of mineral exploration programs, and accept government supervision.This paper describes the status of mineral resources in China, made by controlled extraction of encrypted notes, the problem of loss of mineral resources and mineral Luancai dig up the land tax issue, describes the system used in the Model+View+Controller pattern and Struts+Hibernate+Spring framework, and highlights the Rfid technology and two-dimensional bar code technology in this system to take a key role.
