【摘要】 道路客运是国民经济基础性和先导性产业，随着国民经济的快速发展和交通改革，30年来实现了跨越式发展，取得了瞩目的成就；但在发展过程中也存在着经营业户多、企业规模小、行业集中度低；运输组织落后；形式单一；运输效率低；服务质量和服务水平不高等系列问题，严重制约着道路运输效率和可持续发展。21世纪初我国将完成工业化历史使命，到21世纪中叶将达到中等发达国家水平，按照世界交通运输发展的一般规律和发达国家走过的发展历程，适应国家经济和社会进步各方面发展需要，我国道路客运必然要从“供需平衡型”向“质量效益型”转变。这样，道路客运就必然需要从“多、小、散、弱”向规模化转变，形成以优势企业集团为主导的市场格局，道路客运经营必然要从单车经营向集约化发展。而实现遵循道路客运网络经济特性实现网络化发展和营运是道路客运向规模化、集约化方向发展的最优途径，也是我国道路客运实现规模化、集约化发展的关键技术。本文运用规模经济和网络经济理论，在对新国线运输集团网络化发展和运营调查研究基础上，结合我国道路客运网络的发展，对道路客运网络化发展和运营特性进行分析，总结提炼了道路客运企业网络化发展和运营模式，并结合网络经济发展趋势对道路客运网络运营条件、发展方向提出相关建议，以期对我国道路客运企业网络化发展和运营有所贡献。更多还原

【Abstract】 Road transport is a basic and guiding industry of national economy, which has achieveda leapfrog development as well as a remarkable success during last30years, with the rapiddevelopment of national economy and transportation reform. However, there are a series ofproblems seriously restricting road transport efficiency and sustainable development, such as,the large number of enterprises with small scales, the low industry concentration, thebackwardness and single form of transport organizations, the low transportation efficiency,the low level of service quality and standards. China will realize its industrialization in theearly21st century, and reach a level of moderately developed countries. In accordance withthe general law of transportation development all over the world and the developmentprocesses of developed countries, road passenger transport of our country must transfer fromthe mode of "supply and demand balance" to that of "quality and efficiency", to meet thedevelopment of all the aspects such as national economy and society. Thus, road passengertransport should inevitably make a transition from a mode of "mass, scattered and weakenterprises with small scales" to scale based production and a transition from single vehicleoperation to intensive development to form a market pattern guided by predominantenterprises. And it is an optimal way as well as a key technology for building a scale basedand intensive road passenger transport to achieve a network development following theeconomic characteristics of road passenger transport network.Here theories on scale based economy and network economy are applied to analyzenetwork development and operation features of road passenger transport based on relatedoperation survey of New Country Line, in accordance with relevant situations in our country.Then, network development and operation modes of road passenger transport are summarized.In the end, suggestions over network operation conditions and development trend of roadpassenger transport are proposed referring to development prospect of network economy,which may bring some contributions to the development and operations of domestic roadpassenger transport enterprises.更多还原
