【摘要】 随着现代信息网络技术的迅猛发展，电子政务以空前的影响力和渗透力给政府管理带来了一场深刻的变革。建立电子政府、推动电子政务的发展，已经成为一种世界性潮流，成为现代信息网络技术应用到政府管理的必然趋势。电子政务的发展助力服务型政府的建设，是打造透明、高效政府的必由之路，而电子政务的应用是推进其发展的目的以及手段。因此，研究电子政务的应用，尤其是深入探讨政民互动的发展，对促进电子政务发展，进而实现服务型政府有着重要的实践指导意义。推行电子政务环境下政民互动建设是促进政府行政改革的重要手段，新型政民互动建设对政府职能的转变，提高政府行政管理现代化水平，提高政府竞争力都有着举足轻重的作用。陕西省政府电子政务环境下政民互动的发展现状中存在诸如思想观念陈旧、网站结构不合理、部门间资源有待进一步整合、反馈追踪不利、政民互动途径不够丰富和畅通等问题。通过充分借鉴国内外先进经验，从根本原因出发，提出改进对策和建议。陕西省电子政务环境下政民互动可以从如下几个方面着手改进：转变传统思想观念、完善网站结构、整合共享资源、完善监督体系、拓宽互动渠道。陕西省电子政务环境下政民互动建设，机遇与挑战同在，成绩与困难并存，通过政府和公众的共同努力，一定会迎来政民互动发展的美好明天，从而实现公共服务型政府的设想，推动陕西省社会与经济的全面发展。更多还原

TheE-government application is the Purpose and the means of its development. Therefore，studying the E-government application， especially studying deeply the newgovernment-civilian interaction forms，has important practice guiding significance.The implementation of the interactive construction of the politics and people in thee-government environment is an important means of promoting the reform of governmentadministration, Interactive construction of new politics and people on the transformation ofgovernment functions, improve the level of modernization of government administration,enhance government competitiveness plays an important role. The development status of theShaanxi provincial government e-government environment, politics and people interact, suchas outdated ideas, irrational structure of the site, inter-sectional resource needs to be furtherintegrated to track adverse feedback, interactive way of politics and people are not rich andsmooth.
