【摘要】 汽车作为人们出行的工具方便了千家万户，科技在给人们带来方便和快捷的同时，也带来了相当严重的次生灾害。河南省2011年整体的道路交通安全运行状况较平稳，全年1670人死于交通事故，较2010年1825人减少了8.5%，但新形势下，人—车—路综合环境更为复杂多变，交通安全的现实情况仍不容乐观，不容小觑。道路交通安全事关社会稳定，事关人民生命财产的安危，为有效遏制交通事故灾害，我们必须做好交通安全预测、防范及整改工作，最大限度降低交通事故的危害，使人民安居乐业。因此，研究道路交通运行体系，保障道路交通安全便成为摆在我们科技人员和全社会面前的一个十分重要的课题。更要求我们用科学发展观的态度解决问题，保障交通安全，促进道路运输业的健康快速发展，更好服务于社会经济发展。本文研究了影响道路交通安全的成因分析及河南省道路交通安全现状，采用统计图表分析法、道路交通安全水平评价指标法、分类分析法等方法，对存在的危险因素进行分类对比、定性分析、定量分析，从中发现问题，找到问题所在，并作出安全评价。在研究道路交通安全评价指标的基础上，采用科学方法建立河南省道路交通安全评价体系，并采用交通事故灰色理论模型预测未来三年交通事故发展趋势，提出相应对策和改进措施，创造性地提出了结合中原经济区建设，提出道路交通安全可持续发展战略方案。提出建立事故数据信息平台，归纳统计民政、卫生、交管部门数据，做好事故资料统计和事故的整改工作。以期能有效降低事故率，降低、控制危险因素的影响，促进道路交通体系又好又快的建设开展，服务中原经济区、郑州都市区建设。更多还原

【Abstract】 Car as a tool for people traveling convenient for thousands of families, science andtechnology to bring ease and convenience at the same time, it also brings serious secondarydisasters.2011in Henan Province as a whole run of road traffic safety situation is relativelystable throughout the year,1670people died in traffic accidents,8.5percent less than1825in2010, but under the new situation, the human-vehicle-road environment is more complexand changeable traffic safety of the actual situation is still not optimistic, not beunderestimated. Road traffic safety related to social stability, a matter of life and propertysafety, effective to curb traffic accidents disasters, we must be prepared to forecast trafficsafety, prevention and rectification work, to minimize the hazards of traffic accidents, so thatthe people live and work. Therefore, the study of road traffic operation system to ensure roadtraffic safety has become a very important task in front of our technology and society as awhole. Requires us to solve the problem with the attitude of the scientific concept ofdevelopment and protection of traffic safety, and promote the healthy and rapid developmentof road transport, to better serve the social and economic development.This paper studies the causes of road traffic safety analysis and the Henan Province ofroad traffic safety status, the use of statistical tables and charts analysis, the level of roadtraffic safety evaluation method, classification analysis and other methods, classification andcomparison of risk factors exist, qualitative analysis, quantitative analysis, which found theproblem, find the problem and make a safety assessment. On the basis of road traffic safetyevaluation of the scientific method to establish the Henan Province of road traffic safetyevaluation system, and traffic accidents gray theory model to forecast traffic accidentsdevelopment trends for the next three years, proposed countermeasures and improvementscreatively put forward the Central Plains economic Zone proposed road traffic safety andsustainable development strategies.
