【摘要】 国际服务外包是继制造业外包以后全球产业转移的又一浪潮，国际服务外包伴随着资本、技术、管理经验的转移，对承接国产业结构升级有明显的促进作用。服务外包具有低污染、低消耗、高技术、高附加值的特点，抓住当前服务外包的发展机遇是促进我国服务业发展、优化产业结构的明智选择。本文研究了服务外包发展的原因、经济效应、产业结构发展的路径、分析其在中国的发展现状；运用从理论到实证，再提出政策建议的分析方法。首先，从理论上论述了承接国际服务外包对产业结构升级的作用机制。其次，结合1995-2009年的数据，通过建立计量模型，运用中介效应检验程序、协整分析、格兰杰检验实证检验了服务外包的的作用机理。研究表明：承接服务外包对产业结构升级具有显著地促进作用，其主要是通过技术进步和要素配置这两个变量的中介效应。但就目前数据结果显示技术进步的中介效应并不显著，其主要原因可归结为两个：第一，本文数据数量和质量有限；第二，我国现阶段承接的服务外包多处于价值链低端。最后，根据我国的具体情况，提出了发展服务外包、促进产业结构升级的政策建议。基于研究结果，本文认为加强自主创新，提升技术水平、优化资源配置是我国产业结构升级的必经之路。更多还原

【Abstract】 Offshore service outsourcing is another wave of international transfer of industry aftermanufacturing Outsourcing. There will be transfer of capital, technology, managementexperience along with outsourcing which will upgrade industrial structure for the hostcountries. Service outsourcing has several features such as low pollution, lowconsumption，high technology and high additional value. Sizing the opportunity ofoutsourcing is a wise choice to promote the development of our service industry and tooptimize industrial structure.The paper studies the causes of outsourcing, its economic effects, the evolution lawof industrial structure and analyses their present situation in China and uses traditionalresearch method from theoretical research to practical approaches then giving policyproposals. At first, it is about the mechanism of how offshore service outsourcing workson industrial structure. Secondly, combining with data from1995to2009, the thesis setsan empirical model to prove the mechanism by using mediator program, co-integrationanalysis and Granger causality test. It demonstrates that outsourcing plays an importantpart in the upgrading of industrial structure by the mediator effect of technology progressand factor allocation. But the mediator effect of technology progress is not significantusing current data due to the following two main reasons：firstly, the quantity of data islack and quality is limited. Secondly, most of service outsourcing our country undertakesis in the low-end value chain at present. At last, according to our specific situation, thepaper proposes several policy suggestion about how to develop outsourcing and toupgrade industrial structure. On the basis of research, the paper suggests that the best wayto upgrade the industrial structure is to strengthen innovation, to upgrade technology andto optimize factor allocation.更多还原
