【摘要】 随着国家级高新区数量的不断增加，高新区之间竞争越来越激烈。新的高新技术企业所得税优惠政策的颁布，也缩小了高新区与其它区域之间的优势。因此，建设郑州高新区创新体系，已成为高新区健康可持续发展的必然选择，也是贯彻落实国家科技部门的要求。目前，针对郑州高新区创新体系建设的研究还没有，在此背景下，深入研究郑州高新区创新体系建设的意义显得尤为重要。本文主要运用比较法、系统法、调查法、归纳法等相关研究方法对郑州高新区创新体系建设进行深入研究。首先总结国内外研究现状，分析了区域创新体系内涵、构成及运行机制，列举了国内外科技园区创新体系建设特点。然后对郑州高新区创新体系现状进行分析，主要是从创新源泉、企业主体地位确立、创新服务体系、创新投入多元化、创新环境五个方面。通过与国内外科技园区创新体系建设进行比较，归纳出郑州高新区创新体系建设存在的问题及不足，主要表现在人才结构失衡、创新资金投入不足、企业创新能力偏弱、各主体之间的协调性和互动性不强、创新服务体系不健全以及有利于创新的政府职能发挥不足。分析了郑州高新区创新体系建设内外部环境，提出高新区创新体系建设应注重四个方面的原则和建设设计。最后针对建设过程提出相应的保障措施，即强化企业的创新主体地位、加快产业集群建设、实施科技创新平台战略、完善资金支撑体系完善、政府保障作用的发挥等方面。更多还原

【Abstract】 With the rising number of national-level hi-tech industrial zone, high-tech zonebetween the increasingly fierce competition. Therefore, the construction of innovationsystem of Zhengzhou high-tech zone, high-tech zone has become the inevitable choice ofsustainable development, also is the implementation of the requirements of the nationalscience and technology department.At present, Zhengzhou high-tech zone according to the construction of innovationsystem of research also not, in this context, further study of the hi-tech zone of Zhengzhouthe meaning of innovation system construction is very important. This paper, by means ofcomparison method, system method, the survey method, inductive method and otherrelated research methods to Zhengzhou high-tech zone construction of innovation systemof thorough research. First summarizes the domestic and foreign research present situation,the analysis of the regional innovation system connotation, composition and operationmechanism, summarizes construction of innovation system of science and technology parkcharacteristics. Then Zhengzhou high-tech zone innovation system are analyzed, and themain source from innovation, enterprise’s main body status establishment, the innovationservice system, innovation investment multiplication, innovation environment in fiveaspects. Through the with domestic and international science and technology parkinnovation system construction comparison, summarized the hi-tech zone of Zhengzhouconstruction of innovation system of existing problems and insufficiencies, mainlydisplays in the structure of talent is unbalanced, innovation capital investmentinsufficiency, the enterprise innovation ability weak, between each main bodycoordination and interactivity is not strong, the innovation service system is not complete and be helpful for the innovation of government functions shortage. Analysis of thehigh-tech zone of Zhengzhou construction of innovation system of internal and externalenvironment, and puts forward the construction of innovation system of hi-tech zoneshould pay attention to four aspects the principle and construction design.
