【摘要】 山东省农村信用社深化改革第一阶段产权制度和组织形式改革的任务基本完成，由“深化改革试点”全面转入“深入实施和攻坚”阶段，山东省农村信用社的改革由点到面全面铺开，走上股份制银行化改革的道路。山东省农村信用社以服务“三农”为宗旨，因农而生，随农而变，是促农发展的农村金融主力军。随着农村金融体系的日趋完善，银监会放宽农村地区金融机构市场准入门槛，村镇银行、贷款公司、资金互助组织等新型农村金融机构相继催生，农村信用社在农村“一枝独秀”的格局被彻底打破，农村金融市场竞争愈演愈烈。作为农村金融的主力军，农村信用社如何在进一步深化改革中发挥职能作用，实现社农“双赢”和自身的可持续发展是当前迫切需要解决的难题。因此，农村信用社要在不断改革的过程中寻求可持续发展的契机。本文选取山东省农村信用社为研究对象，研究其可持续发展战略。根据国内外关于合作金融和信用社的相关研究，针对山东省农村信用社的发展历程和现状，选取风险管理水平能力、盈利水平能力、业务扩张水平能力、人力资源管理水平能力4个一级指标，利用SWOT分析法分析山东省可持续发展的优势、机会、劣势、威胁，根据SWOT战略分析法得出：山东省农村信用社应该走SO增长型可持续发展战略；并根据分析结果，提出了加强山东省农村信用社可持续发展的对策与建议。更多还原

【Abstract】 With the first stage task of reform property right system and the organization finished, Shandong rural credit cooperative union will transfer "deepen reform pilot" into "in-depth implementation and assault fortified positions" level. From point to plane, Shandong rural credit cooperative union’s reformation in full swing, walk along the way of share-holding system bank. Shandong rural credit cooperative union provide service for "3rural", born with the rural, develop along the rural, is the main force of the rural banking. Along with the rural financial system development, especially the CBRC relaxed financial admittance in rural areas, village banks, loan companies, mutual fund organizations and other new types of rural financial institutions have been created, the rural credit cooperatives in rural areas "one branch alone beautiful" pattern is broken thoroughly. As the main force of rural finance, Rural credit cooperatives how to display its function, achieve agriculture and society "win-win" and realize the sustainable development is the current urgent need to solve the problem. Therefore, the rural credit cooperatives need to seek sustainable development in the reforming process.This paper select Shandong rural credit cooperatives as the research object, studies its sustainable development strategy. Using the SWOT analysis method to analyze the sustainable development of Shandong rural credit cooperatives’ Strength, Weakness, Opportunity, Threat, concluded that:Shandong rural credit cooperative union should go SO road, and give suggestions for its sustainable development.更多还原
