刍议新闻媒体对构建和谐警民关系的影响及对策

【摘要】 传播随着当今社会信息的丌放化变得愈加快速和便捷。网络化与信息化的普及使得新闻媒体越来越多影响着社会的稳定和公众的情绪。而在现实生活当中,由于公安工作具有其特殊的任务保密性和政治敏感性,一直以来都是社会所关注的重点以及媒体炒作的热点。胡锦涛同志曾在论及“构建社会主义和谐社会”概念的社会背景时,指出目前阶段,我国正处于社会转型的重要时期,各类矛盾不断凸显,而警民关系也在这个阶段一定程度上出现了不适应甚至是失调的现象,近年以来有损于警察形象的负面报道以及警民冲突的新闻事件频频出见于各类媒体之上,尤其是伴随互联网的出现和广泛应用,舆论的影响力对警民关系的和谐带来了新的问题和挑战。在一定程度上可以说,警与民之间关系的好与坏,取决于新闻媒体是否创造了一个公众愿意与警察进行沟通合作的良好环境,同时也是考察公安民警工作能力与社会安定团结的一面镜子。媒体作为公安机关与社会公众之间沟通的主渠道,在构建和谐警民关系的历史任务下,扮演着着越来越重要的角色。和谐警民关系的构建是一项长期而系统的社会工程,新闻媒体在构建和谐警民关系中应该承担什么样的角色,有着怎么样的责任和作用,是值得我们去深思的一个问题。针对以上问题和困境,本文紧扣和谐警民关系构建过程中新闻媒体的影响和建构对策这一主题,着重探讨了在信息化的当今社会,新闻媒体如何在构建和谐警民关系中有所作为。较为系统地对和谐警民关系的内涵进行了科学地界定,总结了新闻媒体在构建和谐警民关系中的作用及可能带来的影响,分析了目前新闻媒体在涉警新闻报道中存在的不足,提出在建构和谐警民关系的路径探究中,从新闻媒体和公安机关两个层面出发,力求有效解决当前警民关系中存在的一些矛盾和问题。本文总分为六个部分：第一部分为引言,主要介绍了该论文的选题背景、目标及意义,通过对所选论题的研究现状进行分析,得出了论文选题是具有研究意义和研究价值的。第二部分主要阐述了和谐警民关系的科学内涵以及新闻媒体为什么对涉警新闻关注较多,从而得出新闻媒介应该在警察与民众沟通起到“桥梁”的作用。第三部分通过研究分析我国警民关系现状,得出新闻媒体在构建和谐警民关系中的重要影响；进而通过对近几年涉警新闻的典型案例的回顾分析,从受众的层面出发,探究了受众在接触涉警负面新闻的报道时产生的心理变化及对公安机关的认识。第四部分从警媒关系定位出发,对新闻媒体在构建和谐警民关系中应承担怎么样的角色进行了细致论述。第五部分针对新闻媒体影响警民关系的困境,从规范媒体行为、警方信息公丌及建立科学警媒机制三个方面提出在构建和谐警民关系的过程中,新闻媒体应遵循的路径和策略。第六部分是对整篇论文的总结和前瞻。更多还原

【Abstract】 Communication with the social information openness becomes more and more fast and convenient. Network and the popularization of information technology makes the news media more and more influence on social stability and public sentiment. But in real life, because the public security work has its special mission confidentiality and political sensitivity, has been the social focus and hot media hype. Comrade Hu Jintao in treat of "constructing socialist harmonious society" concept of social background, points out that the present stage, our country is in the important period of social transition, all kinds of contradiction is highlighted ceaselessly, and the relationship between the police and the public in this stage also appeared on certain level not to even the disorder phenomenon in recent years, is detrimental to the image of the police negative reports and public conflict events frequent in all types of media, especially with the emergence of the Internet and wide application, the impact of public opinion on the harmonious relationship between police and people brought new problems and challenges. To a certain extent, the relationship between police and people is good or bad, depends on the news media is creating a public willingness to communicate with police cooperation good environment, but also inspects police work ability and social stability and unity of the mirror. Media, as the public security institution and social communication between the main channels, in the construction of harmonious relationship between historical tasks, plays a more and more important role. Harmonious relationship between the police and the people’s construction is a long-term and systematic social project, the news media in constructing harmonious relations between the police and the people should take what kind of role, have a kind of responsibility and role, is worth us to ponder the questions.In view of the above problems, this paper focused on the process of constructing the harmonious relationship between the effects of media and Construction Countermeasures of this theme, focusing on the information society, the news media and how to build harmonious relations between the police and the people do some thin previously unreleased. Systematically on the harmonious relationship between the connotation of the scientific definition, summarizes the news media in building a harmonious relations between police and the role of possible effects, analysis of the current news media in police-related news reports the inadequacy of existence, put forward to construct the harmonious relationship between the path of research, from the news media and the public security authorities in two aspects, and strive to solve the relationship between the police and the people some contradictions and problems that exist in.In this paper, a total of six parts:The first part is an introduction, mainly introduces the research background, objectives and significance of the selected topic, the research present situation carries on the analysis, obtained the topic of this paper is a study of the significance and research value. The second part mainly elaborated the harmonious relationship between the scientific connotation and the news media on why involving police news more concern, thus obtains the news media in the police should play a "bridge beam" role. The third part through the analysis of the police department now people off, that new media in conformation and smell people off line harmonic police important shadow ring; and then through the recent years involving police news of the typical case review, from the audience’s perspective, exploring the audience in the contact of police-related negative the news report is produced when the psychological changes and the public security organs to understanding. The fourth part from the media relations, of news media in constructing harmonious relationship between police and people should take what roles are described. The fifth part of the news media affecting the relationship difficulties, from the standard media behavior, police information disclosure and establish scientific police medium mechanism three respects put forward in the construction of harmonious relationship between the police and the public in the process, the news media should follow the path and strategy of.
