【摘要】 伴随经济全球化和贸易一体化进程的不断加快，我国各类技术中介服务机构蓬勃发展，成为市场体系中的一个重要组成部分。技术中介服务不仅是降低交易成本，促进经济和社会协调发展的重要环节，而且是加速众多项目向现实生产力转化的关键措施，因而技术中介机构的服务绩效越来越受到社会各界重视和关注。近年来，杭州市不断打造服务型政府，特别在开展综合考评、深化效能建设、推行行政审批制度改革等方面推出了一系列举措，旨在进一步提高政府公共服务水平，提升建设项目审批效率，改善城市投资环境。而稳健发展建设项目审批技术中介服务机构也是投资项目审批管理部门转变政府职能，提高决策水平的迫切需要。由于我国技术中介服务机构起步较晚，发展较快，发展过程中存在着各种问题，与市场经济体制的要求还远不适应，需要我们加强对技术中介服务机构发展对策的探索，认识到绩效评价研究的重要性，逐步建立合理的绩效评价体系，确保其健康快速发展。本文以近年来杭州市不断优化投资项目审批服务，并联精简审批环节，提高审批效率为背景，将建设项目审批过程中涉及的相关技术中介服务机构绩效评价作为研究重点，在实地调查的基础上，听取行政部门和有关专家的建议，建立了一套技术中介服务机构的绩效评价体系。结合有关调研数据及绩效分析，从技术中介机构要加快自身发展的步伐、行业协会组织要加强机构自律引导的作用、政府职能部门要加大管理与扶持的力度等三方面对提高杭州市建设项目审批技术中介机构服务绩效提出了相关对策和建议，以进一步引导和规范技术中介机构更好地服务投资项目建设，从而调整优化建设项目审批中介服务产业结构，为提高政府公共服务水平提供有价值的参考依据。更多还原

【Abstract】 With the constant accelerating of economic globalization and trade integrationprocess，all kinds of technology intermediary service agencies in China enjoyvigorous development，becoming an important part of the market system. Technologyintermediary service not only reduces transaction costs, but also acts as an importantpart to promote harmonious development of the economy and society, as well as a keymeasure to accelerate the transformation of the projects to real productivity, which isthe reason why the service performance of technology intermediary services agenciesis taken more and more seriously by various circles of the society.In recent years, Hang Zhou has been constructing the service-orientedgovernment constantly, launched a series of measures specially in developingsynthesis evaluation, deepening efficiency construction, and promoting administrativeexamination and approval system reform, in order to further improve thegovernment’s public service level, promote the examination and approval efficiencyof construction projects, and improve investment environment of the city. The steadilydeveloping of examination and approval technology intermediary service agencies forconstruction project is the need of investment project examination and approvalmanagement departments to transform government functions as well as theimprovement of decision-making level. Because the technology intermediary serviceagencies started later in China, and are developing faster, many problems exist in theprocess, not adapting to the requirements of market economic system，which requireto strengthen the countermeasures study for the technology intermediary serviceagencies, realize the importance of performance evaluation research, establish thereasonable performance evaluation system, and ensure their healthy development.This paper takes the optimization of investment project examination andapproval services, reduction of approval procedures, and improvement of theexamination and approval efficiency by Hangzhou in recent years as the background, taking the achievements evaluation of technology intermediary service agencies inconstruction project examination and approval process as the research focus, on thebase of on-spot investigation as well as the suggestions by administrative departmentsand the experts, establishing a set of performance evaluation system. Combined withthe related research data and performance analysis, proposes the countermeasures andthe suggestions from3aspects, speeding up the technology intermediary serviceagencies’ own development, strengthening self-discipline guide of their associationand increasing the strength of management and support by the government in order tofurther guide the technology intermediary service agencies to provide better servicefor investment projects, then optimize the industrial structure adjustment, and providevaluable reference of government improve the level of public service.更多还原
