【摘要】 随着移动通信技术的不断发展,越来越多的新技术被应用到移动通信领域,TD-SCDMA技术逐渐成熟,并已形成规模,TD-LTE也正在磨刀立马,在不久将大面积建设。各运营商相互间在比拼技术和服务质量,旨在为客户提供更成熟和稳定通信服务从而吸引更多的新客户。在此背景下,如何能够提供稳定高效的移动通信网络服务,是北京移动一直在研究的课题。传统的以移动网络设备为出发点的网络监控和维护工作,已经不能满足于现今的移动通信发展需要,为此,北京移动以客户感知为根本,从网络性能角度监控为出发点,提出了主动立体监控项目的概念。从传统的基于网元的以KPI为中心的管理向以客户感知为导向的端到端的业务实现管理转变,出现问题及时发现,发现问题高效解决,同时通过预防性的网络维护和网络优化,排查网络隐患,降低问题发生概率。优秀的监控体系需要高效的流程来运行,在保证各网络部门间的合同协作的同时,促进网络故障处理的每个环节都高效运行起来。本文采用项目管理中的流程管理的相关知识,从流程管理角度对北京移动的主动立体监控项目进行研究,引入流程管理的理念,从多角度分析主动立体监控项目,最后建设一套适合该项目的流程体系。更多还原

【Abstract】 As the continuous development of the mobile communication technology, more and more new technology is applied to the field of mobile communication, the TD-SCDMA technology is mature, and has formed the scale, TD-LTE is the Brothers flew a large area in the near construction. Competition operators are also technical and service quality, mature and stable communication service designed to provide customers in order to attract more new customers.In this context, how to be able to provide a stable and efficient mobile communications network services, Beijing Mobile has been studying the subject. The traditional mobile network equipment as the starting point of the network monitoring and maintenance work has not meet today’s mobile communications development need to do this, Beijing Mobile customer perception is fundamental from the network performance point of view monitoring as a starting point, put forward active stereo monitoring the concept of the project. Timely detection based network element KPI management center to the perceived customer-oriented, end-to-end business management change problems found efficient solution of the problem, through preventive network maintenance and network optimization, investigation network hidden reduce probability of occurrence.The monitoring system needs efficient processes to run in at the same time to ensure the contract collaboration between various networks departments to promote the network failure handling every aspect of efficient operation. In this paper, a knowledge of the project management process management, study the Beijing mobile active stereo monitoring project from the perspective of process management, the introduction of the concept of process management, multi-angle analysis of active stereo monitoring project, final construction set for the project process system.更多还原
