【摘要】 21世纪是知识经济的时代,信息化程度的高低已经成为一个国家现代化水平和综合国力的重要标志。从世界范围来看,推进政府部门办公自动化、网络化、电子化,全面信息共享已是大势所趋。随着现代信息技术的高速发展,将信息化技术与政务相结合,正在成为当今中国政务发展的关键组成部分,改变着传统的政府工作模式。电子政务即是指政府机构在其管理和服务职能中运用现代信息技术,实现政府组织结构和工作流程的重组优化,超越时间、空间和部门分隔的制约,建成一个精简、高效、廉洁、公平的政府运作模式。实施政务信息化是提高政府工作效率的有力保证,是促进社会发展和政府工作职能的重要途径,是实现政务工作现代化的必由之路。本文中设计的市本级电子政务平台包括建设统一的电子政务网数据交换平台、安全保障体系和网络服务体系。本文共有五章,第一章绪论里首先介绍了电子政务网络平台建设的意义及必要性,其次介绍了电子政务平台的概念和建设结构；第二章详细分析了呼伦贝尔市的网络现状及电子政务网络的需求分析；第三章提出了电子政务网络组网的建设思路；第四章详细介绍了电子政务网络平台的建设设计方案；第五章介绍了电子政务平台能够实现的政务功能。更多还原

【Abstract】 21st century is the era marked by knowledge-based economy, the level of information technology development has become an important symbol of the modernization and comprehensive national strength of a country.To view around the entire world, it is a prevalent trend to make work automatic, online, electronic of government departments, information sharing must be achieved. With the rapid development of modern information technology, the combination of information technology and government affairs is becoming an important part of current development of Chinese government. The traditional work method has being changed.E-government office is a mode that using modern information technology in management and service to make the organizational structure and work process restructured and more effective, breaking limitation of time, space and the separation of sectors. It can help make a simple, effective, honest and fair government operation mode.Implementing government affairs informationized guarantees the development of the government work efficiency. And it is an important way to promote social development and government functions. It is the only which must pass to achieve government work modernization.The municipal electronic government affairs network designed in this article includes building an unified e-government data exchange platform, security system and network services system.The article comprises five chapters. Introduction in the first chapter discusses the significance and necessity of e-government network, and then it introduces the concept of e-government network and the construction of it.Chapter2analyzes the present situation and the needs of e-government network.Chapter3gives the plan of the program of e-government network.The fourth chapter introduces the design of e-government network platform.The fifth chapter introduces the function of e-government online platform.更多还原
