【摘要】 住房权利是公民的基本权利,满足城镇居民的住房需求是现代政府的责任。当前我国城镇居民保障性住房建设虽然取得一定的成绩,但由于长期以来片面强调发展经济,政府偏重于发展房地产业,忽视了城镇居民保障性住房建设。与普通商品住宅相比,保障性住房建设严重滞后,保障性住房覆盖范围过窄,大量城镇中低收入群体的住房需求得不到满足。当前我国正处于社会转型时期,由于市场体系发育不健全,政府职能定位不准确,作为城镇居民保障性住房建设的主体,政府在保障性住房建设中存在职能缺位、越位等问题。究其原因,主要是由于中央与地方政府财力与事权不相匹；政府作为城镇居民保障性住房建设的主体责任认识不清；基于“经济人”假定的政府自利性；政策实施能力不足。要解决当前城镇居民保障性住房建设中存在的政府职能问题,促进城镇居民保障性住房建设,政府必须转变职能：理顺中央与地方政府权责关系,提高政策实施能力；完善公共服务职能,明确政府作为城镇居民保障性住房建设的主体责任；强化社会管理职能,克服政府“经济人“自利性。更多还原

【Abstract】 Housing rights is the basic right of citizens, and to meet the housing needs of urban residents is the obligation of modern government. Although the current urban residents affordable housing construction made some achievements, because of the unilateral emphasis on economic development for a long time, the government stressed to the real estate industry development, and neglected construction of affordable housing for urban residents. Compared with common commodity residential house, affordable housing construction lagged behind; coverage of affordable housing is too narrow; housing needs of a large number of the low-income of town are not being met. Our country now is in the social transformation period, but due to the unsound market system development, inaccurate position of the government functions, as main body of the construction of urban residents affordable housing, goverment problems such as functions absence, offside in existing in the construction of affordable housing. Investigate its reason, is mainly because of unmatching of financial power and administrative authority of central government and the local government; unclear knowledge of the government’s main responsibility in the construction of urban residents affordable housing; government self-interesting based on the assumption of the "economic man"; incompetence of policy implementation. To solve the government function problems existing in the construction of the current urban residents affordable housing, and promote urban residents affordable housing construction, the government must transform function--straighten out the central and local government accountability relations and improve the policy implementation capabilities; improve the public service function and clarify main responsibility of government in the construction of urban residents affordable housing; strengthen the social management function and overcome self-serving of government as "economic man".更多还原
