济宁市采煤塌陷地预测和治理模式研究

【摘要】 煤炭作为一种能源矿产,是工农业生产和社会经济发展必不可少的物质基础。济宁作为国家的重要能源生产基地,在给国家经济发展做出重要贡献的同时,也使本地生态环境遭受严重破坏,形成大面积采煤塌陷区,严重影响当地经济发展以及人民正常生产生活,采煤塌陷地的整治工作已刻不容缓。治理采煤塌陷地是煤炭资源城市生态环境保护与治理中的一项重要的工作。积极探索采煤塌陷地治理的科学理论、技术方法与政策措施,具有十分重要的意义。本文认真分析研究济宁市采煤塌陷地的现状及存在的问题,通过对济宁市采煤塌陷地数量、分布、类型实地调研,对济宁市采煤塌陷地时空变化、塌陷对城市发展带来的影响等方面进行探索性研究,最终预测济宁市2020年采煤塌陷地面积为44004.76公顷(660071.40亩),集中在微山、兖州、邹城、任城四大县市区,呈现由点向面扩散的趋势。在预测济宁市煤塌陷地面积和分布的基础上,通过总结现有整治措施的经验和不足,分析得失,以此探寻矿区土地可持续利用的对策,探索资源开采与土地及环境保护协调发展的新途径,总结提出引黄充填治理、都市圈生态治理、湖泥充填治理三结合的整治措施,并完善了整治后塌陷区的使用管理模式。新的整治方法、措施和管理模式,对于保护矿区自然生态环境,减少因采煤对环境资源的破坏和对人民生命财产安全造成的损失,缓解矿区及周边的人地矛盾,改善居住环境,构建和谐济宁,实现经济、社会、环境效益的协调发展具有重要的应用价值。

【Abstract】 As an energy source mineral, coal is an essential material basis in industrial and agricultural production and socio-economic development, it1s also an important driving force of China’s economic development pillar. As the country’s key energy production base, Jining make an important contribution to national economic development. Also the local ecological environment has been seriously damaged at the same time. The coal formed large-scale coal mining subsidence area. There is serious impact on local economic development and people’s normal production and life, coal mining subsidence land remediation work has been urgent.Govern the coal mining subsidence area is an important work of Eco-environmental Protection and governance in coal Resource Cities. It is of great significance to explore the Scientific theory, technical methods and policy measures on govern the coal mining subsidence area. This Paper carefully study and analyze the status of coal mining subsidence land and existing problems, and then propose to"increase economic efficiency, promote social harmony, improve the ecological environment" as the goal of governance, in summing up domestic and international advanced experience of management of coal mining subsidence in the foundation, through the research of the number of coal mining subsidence land, distribution, type of field of Jining, temporal and spatial variation in coal mining subsidence, collapse of the impact of urban development, subsidence prediction aspects of exploratory research, propose to restore and to improve the ecological environment of collapse feasible plan. This research will help us to protect the natural ecological environment, reduced the destruction of coal mining on environmental resources and the safety of people’s lives and property, mine and the surrounding people to ease the contradiction, improve the living environment, building a harmonious Jining, to achieve economic, social and environmental coordinated development, which has important applied value.
