【摘要】 阿玛蒂亚·森认为必须超越传统追求经济增长的狭隘发展观,提倡从“可行能力获得”的视角来看待发展。建构在这种发展观下的社会保障应该更关注人的实质自由和全面发展,即提倡一种友善的发展模式,强调发展的伦理关怀,把社会保障视为一种公共行动,以可行能力的获得作为社会保障的基础。就住房保障领域而言,廉租房政策作为保障性住房制度建设的最基础的形式,是社会保障重要组成部分,虽因其具有强烈的保障性特征而带有浓厚的社会福利色彩,但我们不能单纯地将其等同于对社会弱势群体的福利救济,即通过提供租房补贴或条件极差的廉租房来解决他们“住有所居”的问题,而应该同时顾及到他们的保障标准、居住环境、生活水准等发展性的内容。然而,目前我国以廉租房为重要基础的住房保障政策却仍然沿用着传统狭隘的发展视角,把保障仅仅视为缓解社会矛盾的手段,通过对弱势群体的简单救济来保障其生存。在具体运行中也不断暴露其内在的伦理缺陷：基于“生存逻辑”的单一保障标准导致对保障对象生活质量的极度忽视；廉租房的标签化效应会加剧弱势群体的“弱势感”；慈善性的福利住房保障模式缺乏对保障对象的权利关注；作为廉租房政策公共行动的失败使得其形同“鸡肋”。理论和实践的差距为我们寻求改进提供了方向,结合阿玛蒂亚·森的社会保障思想,为完善我国廉租房政策,有针对性地提出了四点想法：生存逻辑向生活逻辑的转向,呼吁保障的伦理关怀；完善社会保障的基础,可行能力的提升；建构支持型住房保障模式,需要与权利的满足；拓展社会保障的公共行动,形成廉租房政策的整体合力。更多还原

【Abstract】 Different from the traditional way of equal development as the economic growing, Amartya-Sen considered development as the achievement of one’s capacity. Under this development idea, our social security should concerns more about the substance of the person’s freedom and comprehensive development, namely advocating a friendly development pattern, emphasizing the development ethics concerns, regarding social security as a public campaign, improving the capacity as the foundation of social security. In housing security sector, low----rent housing policy is considered as the basis form of the indemnificatory apartments system, which is filled with social welfare color and is the key point of social security.However, we cannot take it only as a charity to those vulnerable groups, that is, resolve their live problem simply by providing rent subsidies or poor condition housing. Instead, we should take into account of their security standards, residential environment, and living level as well. In fact, our low----rent housing policy still follows the traditional way of equal development as the economic growing, taking security only as one kind of means to alleviate social contradictions by keeping vulnerable groups’survival by the simple charity.During the implement of the policy, many ethics flaw are exposed continually:single security standards based on "survival logic" led to extremely ignorance to the life quality of object; the effect of low----rent housing label will aggravate the vulnerable groups "weak sense"; charitable welfare housing security mode is lacking of necessary concerning of rights; the failure as a public action put the low----rent housing policy into a "dilemma". The gap between theory and practice gives us a direction for seeking solution. Combining with the thought of Amartya-Sen, the article pertinently put forward the four ideas to improve our country’s low----rent housing policy:transform from survival logic to life logic, calling for security ethics concerning; tamp the foundation of social security, improving of the capacity; construct of support housing security mode to meet the needs and rights; expand social security public action, integrating the power of low----rent housing policy.更多还原
