绵阳政府投资工程网上招投标系统开发的管理

【摘要】 从国内国外形式看，政府采购的市场是十分庞大而且稳定，同时政府采购是世界各国政府调控本国乃至全球宏观和微观经济的一个重要方式。政府投资市场的招投标由于其公开、公平、公正的特点和其显示出来的“优化、竞争”的功能，使得政府投资市场的招投标变成各国政府进行投资的最常用的手段。绵阳作为科技城也不例外，特别是“5.12”地震后，作为重灾区，灾后重建任务重，项目多，招投标工作任务异常艰巨且尤为重要。但是，许多问题仍然存在于政府投资市场招投标的实际操作过程当中，使得招投标仅仅表现在形式上，并未深化到实质中。而网络招投标系统通过将原来手工进行的招投标方式转移到计算机网络上进行，采用信息化和网络化的手段，将政府投资招投标过程中相关的各种角色相互联系起来，主要是招标方、投标方、监督单位以及评标方等。这样，政府投资招投标以及采购工作的效率得到了极大地提高，深化了公开、公平、公正的竞争原则，与此同时也对政府招投标活动中当事人的合法权益提供了更多地保障，为构建廉政、杜绝腐败提供了有利的技术支持。绵阳政府投资工程网上招投标系统，是一个基于WEB政府采购工作管理系统和一个基于WEB平台的政府招标网站的集合。从功能上来讲，网上招投标系统具有招标信息发布、用户管理、招标人员、单位网上投标以及网上评委评标、网上查看中标信息、综合查询以及审批等功能，可在网络上完成招投标活动的整个过程。在系统开发过程中，数据库模型设计是系统的核心问题，本文依据关系规范化理论并考虑运行效率问题，不单纯地追求高范式，又消除了不必要的冗余，尽可能地减少了连接操作的表数目，进而提高了系统效率。该系统采用B/S模式软件架构，使用微软的ASP.NET技术以及SQL Server数据库进行系统研发。最终实现了需求分析中的所有功能模块。在系统的整个开发过程中，采用项目管理的理论和思想对需求分析、系统分析、系统设计和系统开发的各个阶段的任务和工作进行严格地控制和管理。目前，绵阳政府投资工程网上招投标已经进入正式运行，系统的运行状况表明系统具有稳定可靠、高效安全性等特点。通过使用该系统使政府招投标业务流程在满足法定招标时限的前提下缩短了招标周期，大大减轻了参与招标各方的工作强度，降低了招投标的成本，更重要的实现了科学合理的招投标。更多还原

【Abstract】 The national government is the largest user of each country’s domestic market inthe world. The government procurement market is very large and stable and it is theworld’s government regulation of national and even global macro and micro economicimportant tool. Government investment market bidding for the open, justice, fair andits characteristics reflected the " optimize, competition " function.makes thegovernment investment market becomes to the most important invest way of eachcountry government. However, there are still many practice problems in the governmentinvestment market in the actual operation of the bidding process, resulting mainly in theform of bidding, but did not deepen into the substance. And network bidding systemthrough the original manual bidding transfer to the computer network, the informationand the network means, the government investment bidding process in the various rolesrelate to each other, mainly the tender, bidder, supervision unit and bid. In this way, thegovernment investment bidding and purchasing work efficiency not only has beengreatly improved, promoted the fair, impartial and open competition, but alsostrengthen the government investment in the bidding activities parties to protect thelegitimate rights and interests, as the government cultivation of clean government, putan end to corruption with favorable technical support.The network bidding system of Mianyang government purchasing is a set of webnetwork station and management system based on web platform．The system can realizethe entire process of biding and tender active in the internet，including user managementfunction，biding information issue function，company tender function，biding evaluationfor tendered and referee，searching biding winner function．comprehensive searchingfunction and audit function．Since the database pattern design is a core issue for system，the paper rests on the relation standardization theory and considers the operationefficiency to eliminate the nonessential redundancy without pursuing simply highparadigm．In order to improve the efficiency of system，it reduces table numbers of joinoperation as far as possible．The system adopts B/S software pattern construction，usingMicrosoft’s ASP.NET technology as well as SQL Server database．to research and develop，and finally it realizes all function models of requirement analysis．Nowadays the system has been operated，and the system condition indicates thatthe system is stable，reliable，effective and safe．It reduces the tender cycle for bidingoperation flow，work strength for tender an quarters and bid cost．And most importantthing is realizing scientific and rational biding and tender．更多还原
