【摘要】 资源型城市如何通过实施转型来避免“矿竭城衰”,是个世界性难题。一般而言,某些资源型区域的发展依赖资源开采,则会在资源逐步减少乃至枯竭后,可能呈现出截然不同的结果：一种是资源型区域的资源型产业的萎缩,却没有建立接续替代产业体系,导致矿竭城衰。另一种是资源型区域依据资源储量及市场形势的变化,及时培育接续替代产业,城市迈入可持续发展轨道。资源型城市在转型过程中选择的途径不同,培植的接续替代产业不同,导致转型的效果也不尽相同。本文以山东省枣庄市为例,首先界定了资源型城市及其转型的概念,先后阐述了生命周期理论、区域经济理论和可持续发展理论等城市转型的有关理论,进而分析了枣庄市城市转型的背景、优势和问题,并在此基础上重点阐述了枣庄市转型中的产业选择：一方面,着力发展以煤化工及精细化工为龙头的工业接替产业,着力培植壮大八大工业集群,抢占产业发展的制高点,实现逐步由“挖煤、卖煤”等“卖燃料”的单一经济结构向“卖产品”的复合经济结构转变。另一方面,以文化旅游为突破口,推动服务业跨越式发展。抢抓京沪高铁开通新机遇,围绕“江北水乡·运河古城”城市品牌,以枣庄二日游活动为总抓手,努力打造“天下第一庄”,继续完善“政府培育市场、市场拉动消费、消费带动投资、投资助推转型”的“枣庄实践”,以文化旅游带动服务业发展,实现就业富民。更多还原

【Abstract】 Industry conversion of the resource-based city is a cosmopolitan difficult problem. In general, with the resources exploitation gradually reduce or even depletion, the resource-based areas rely on the exploitation of resource will appear to be two endings:one is the area will decline gradually, if there is no sustainable industry system to cover the development of resource industry recession. Another ending is the areas will be going into sustainable development orbit, given the resource depletion or the change of market situation and other reasons, the areas develop the sustainable industry system with the resources exploitation gradually reduce. In the process of the industry conversion, while different industries and sustainable industry system selected of the resource-based city, different conversion effects will gain.This paper takes Zaozhuang city--the only prefecture-level resource-based city in eastern China as an example, starts with the concept of the resource-based city and industry conversion, introduced the related theories of the research on the resource-based city, such as the life cycle theory, regional economy theory and the sustainable development theory, then analyze the current performance of the Zaozhuang industry conversion, for instance the background, advantages and problems of the conversion, and on this basis, elaborates the industry conversion choice of Zaozhuang city. On the one hand, according to the ideas of "Traditional industry new, pillar industry diversity, emerging industry characteristics", to accelerate the development of the eight industrial cluster based on the coal chemical and fine chemical industry as the leading, changes the single economic structure of "coal mining, coal selling" to the compound economy structure of "coal products selling" gradually. On the other hand, taking the cultural tourism as a breakthrough, to promote the service industry develop by leaps and bounds. Grab the opening of Beijing-Shanghai high-speed railway opportunity, focusing on the city brand "modern water town, ancient cannal city", to rebuild the best ancient city in China, to perfect the Zaozhuang tourism practice-government perfecting the market system, market stimulating consumption, consumption driving investment, investment promoting city conversion. At the end, with the cultural tourism promotes the service industry development to improve Zaozhuang people’s livelihood.更多还原
