转移支付与基本公共服务均等化关系研究

【摘要】 近些年我国政府日益重视其公共服务职能,逐步全面增加了对公共服务领域的财政投入,但是基本公共服务供给不均等的现象仍然存在,基本公共服务在城乡、区域、不同群体之间的差距逐步拉大,在社会领域引发了各种问题,影响了社会的稳定和发展。基本公共服务均等化是解决当前我国社会主要矛盾的重要途径,而转移支付作为解决公共服务不均等的重要途径,可见研究转移支付的基本公共服务均等化具有迫切的现实意义。本文主要分析研究我国31个省市转移支付的基本公共服务均等化作用,在基本公共服务领域选取了具有代表性的指标,首先通过指标变异系数的11年变化结果得知我国在基本公共服务均等化方面取得了显著的成绩,变异系数呈现明显缩小趋势。由回归分析得知在所取得的均等化成果中,转移支付的贡献微小。由转移支付的因素分析发现造成这种结果的主要原因是现行的转移支付制度结构的不完善,没有充分的将基本公共服务因素纳入考虑,而过多的关注GDP水平。最后在研究发现的基础上提出相关政策建议。更多还原

【Abstract】 Recently the China government have put a lot of efforts to improve his functions of public service, and increase the finance input to public service area. Even though the unequal of basic public service supply have not solved, the gap of basic public services between the urban and rural area, the different cities, and the different groups has gradually widened, which has caused many problems in society, and greatly influenced the harmonious and development of society. To gradually accomplishing the equal supply of basic public services is the key to deal with the contradiction in China, and also to be the main purpose of transfer payment, this is necessary to study the transfer payment and the equal of basic public service. One of the most important purpose of this paper is to study the transfer payment how to accomplish the equal of basic public services in31cities. Five index has picked in the basic public services area. First of all, compared with variation coefficient of five index in11years, and the results shows that the equal of basic public service has been made a significant achievement, the variation coefficient has obviously been getting down. From the regression analysis has found out that the contribution of transfer payment to be equal of basic public services is very small. By the factor analysis found that transfer payment system is incomplete, the basic public services factor has not fully considered in the system, the GDP has been considered too much. On the foundation of analysis,some suggestions on the policy have been given.更多还原
