【摘要】 消费者保护运动由来已久,但真正让政府重视起来,并把消费者权益保护工作引入法律条款,源于美国总统肯尼迪在国会上的讲话,正式提出了消费者四项权利,即：安全权利、了解情况的权利、选择权利和意见被听取的权利。我国政府在1994年1月1日颁布实施的《中华人民共和国消费者权益保护法》中规定九项消费者的权利,具体包括安全权、知情权、选择权、公平交易权、求偿权、结社权、获知权、受尊重和监督权。自此,消费者权益保护工作在中国政府的监管下得到了不断的完善和发展。随着我国经济的快速发展,社会上不确定的因素逐渐增多,政府在加强经济领域宏观调控的基础上,开始重视起公共服务领域的社会监管问题,有关保护消费者权益方面的法律、法规不断出台,形成了各种类型的消费者组织,政府从生产、流通领域加强对消费者权益保护工作的监管。内蒙古自治区政府颂布了内蒙古自治区实施《中华人民共和国消费者权益保护法》办法,规定消费者投诉的途径、经营者义务和消费者权利等。呼市地区也开通了各种类型的维权热线,呼市工商局、质监局、食品药品监督管理局、市政局等按着各自的职能范围,采取各种措施,维护消费者的合法权益。但是,仍存在着政府监管失灵,法律条款不健全,房屋、汽车等消费投诉存在“举证难、鉴定难、索赔难”三难问题,公用事业领域垄断行为等难点问题,需要转变政府的监管模式,创新消费者权益保护工作,完善消费者权益保护方面的法律、法规,改革现有的仲裁、诉讼制度,在工商局开展“五进”变“六进”活动,与司法局联合建“两站”方便消费投诉等。另外,一定要做好群体性投诉案件的处理工作,防止群体上访事件的发生,维护社会的稳定,切实保护消费者的合法权益。更多还原

【Abstract】 Consumer protection movement has been on for a long time, but the real let government attaches importance to rise, and the consumers’ rights and interests protection into legal terms work, originated from the United States President Kennedy in congress’s speech, the official put forward four consumer rights, namely:security rights, know the right to choose the right, and opinions were listen to rights. Our government in January1,1994promulgated for implementation of the law of the People’s Republic of China on protection of consumer rights provisions in nine of the consumer rights, including the right to know, the right of specific safety, options, fair dealing, ask for compensation power, freedom of association, right, HuoZhiQuan, respected and to supervise. Since then, the protection of consumers’ rights in the Chinese government supervision work of continuous improvement and development.With the rapid development of our economy, the society of uncertain factor increases gradually, the government in economic field strengthen macro-control, and on the basis of the public services to more social regulatory issues, about the protection of consumer rights laws, rules and regulations, introduced gradually, formed the various types of consumer group, the government from production, circulation field to strengthen the protection of consumers’rights and the supervision work. Inner Mongolia autonomous region government and the implementation of the Inner Mongolia autonomous region, cloth of the People’s Republic of China on the protection of consumers’rights way, regulations, consumer complaints way, operator obligations and consumer rights, etc. In huhhot is open to all types of rights hotline, industrial and commercial bureau, pledges inspect bureau, huhhot food and drug administration, according to their respective functions such as council range, take all kinds of measures to protect consumers’legal rights and interests.
