【摘要】 土地是人类赖以生存的最基本的自然资源，是农业最根本的生产资料，是农民生存之本，生计之源。农村土地制度完善与否，土地流转机制是否适应现代经济的市场化发展，将对国民经济的发展产生深远影响。改革开放以来，随着农村经济的持续发展，农业现代化的快速推进，对土地资源进行重新配置就显得尤为必要。建全农村土地经营权流转体制，完善农村土地经营权流转市场，是当前农业和农村发展中的重要环节。吉林省作为我国重要的商品粮基地和农业大省，采取了一系列措施用以推进农村土地经营权的健康快速流转。然而，由于农村土地经营权流转本身所具有的特殊性和复杂性，所受到的影响因素也就特别多，致使吉林省农村土地流转发展缓慢。因此，对吉林省农村土地经营权流转的现状、问题及影响因素进行分析研究，有针对性地采取措施促进吉林省农村土地流转的高效发展，实现农业的产业化和规模化经营，这对解决“三农”问题，加快社会主义新农村建设来说显得格外重要。本文以促进吉林省农村土地经营权流转的健康快速发展为目的，以吉林省农村土地流转的现状、存在的问题为基础，对以下内容进行了重点研究：1．采用博弈论的方法对土地流转双方的决策行为进行分析，各参与主体都是以自己的利益最大化作为决策行为的依据。通过对流转双方的博弈关系的分析和对利益影响因素的探讨，发现土地的重要性系数是决定流转双方行为决策的最主要因素。2．政府在农村土地流转中作为监管者，对流转双方的行为进行监督和管理。通过博弈模型的建立，分析政府和流转双方之间的博弈关系和决策行为的影响因素，发现通过降低操作成本、披露信息和加大处罚等手段可以增强对流转双方的监管效果。3．影响农村土地经营权流转的因素有很多，从中选取四个主要因素，采用多元回归模型进行分析。通过分析发现农村剩余劳动力转移水平是农村土地经营权流转的最直接影响因素，而社会保障水平是最根本的影响因素。4．结合全文研究，提出促进吉林省农村土地经营权流转快速健康发展的政策建议。地方政府应从土地流转市场的内部机制建设和外部环境改善上入手，通过建立完善农村社会保障体系、加快农村剩余劳动力转移、规范政府行为、完善配套机制等途径来促进农村土地经营权的流转。总之，当前吉林省需要加快农村土地经营权的流转，各地方政府应对土地流转的发展现状进行深入调查分析，对出现的问题进行合理解决，坚持依法、自愿、有偿的原则，稳步推进吉林省农村土地经营权的发展，充分发挥农村土地流转对吉林省新农村建设的积极作用。更多还原

【Abstract】 Land is the most basic natural resources of the human survival and the mostbasic means of production of agriculture. It is also the basis condition of the survivaland the source of livelihood for the farmers. Rural land system is perfect or not,whether the land transfer mechanism is to adapt to the modern market economy, thedevelopment of the national economy will have a profound impact. Since the reformand opening up, with the rapid development of rural economy and the rapid advanceof the agricultural modernization, it is particularly necessary to re-allocate the landresources. Perfecting the rural land transfer system and improving the rural landtransfer market, is an important link in the agriculture and rural development atpresent. Jilin Province as an important commodity grain base in China and a majoragricultural province, has taken a series of measures to promote the healthy and rapiddevelopment of rural land transfer. However, due to the particularity and complexityof the rural land management right, it is bound to be affected by many factors duringthe transfer process. This hindered the expansion of the rural land transfer scale inJilin Province. Therefore, the analysis for the current situation, problems andinfluencing factors of the rural land management right circulation and targeted takingmeasures to promote the efficient development of rural land circulation in JilinProvince are very important. That will become an important part to solve the "threeagricultural problems" and to speed up the construction of new socialist countryside.In this paper, the purpose is to promote the development of the rural landmanagement right rapidly and healthily in Jilin Province. The Research base is thestatus quo and the problems of rural Land transfer in Jilin Province. The key researchin this paper is on the following.1. Use game theory to analyze the decision-making behaviors of the bothcirculation sides of land transfer. All the main participants maximize their owninterests as a basis for decision-making behavior. By analyzing the game relationship of the both circulation sides and the interests influencing factors, we can see that theimportance coefficient of the land is the most important factor in the decision-makingbehavior of the both circulation sides.2. The government is a regulator in rural land circulation. It supervises andmanages the behavior of the both circulation sides. By building the game model,analyze the game relationship of the government and the both circulation sides, andthe influencing factors of decision-making behavior. We can see that the governmentcan enhance the regulatory effect on the both circulation sides by reducing operatingcosts, revealing the information and increasing the penalties.3. There are many factors that affect rural land management right transfer. Fourmain factors are selected and analyzed through multiple regression model.The resultis that the level of rural surplus labor transfer is the most direct impact factor, and thelevel of social security is the most fundamental impact factor on the rural landmanagement right transfer.4. Combined with full-text research, the policy suggestion is given for the rapidand healthy development of the rural land transfer in Jilin Province. The localgovernment should start on the improvement of the external environment and theconstruction of the internal mechanism of the rural land transfer market. Byestablishing a sound social security system in rural areas, speeding up the ruralsurplus labor transfer, regulating the government’s own behavior, and buildingcomplementary mechanism, the government can promote the transfer of rural landmanagement right.In short, the transfer of rural land management right needs to be sped up in JilinProvince. The local governments need to conduct in-depth investigation analysis onthe development status, and reasonably solute the problems. Adhere to the principlesof the law, voluntary and paid, the development of the rural land transfer in JilinProvince is steadily advanced.
