平战结合下大型服务系统应急备品备件库存管理研究

【摘要】 电网、交通、通信等大型服务企业关系到国计民生,企业的正常运行与系统设施设备的运行能力密切相关,而大型服务企业的设施设备一般安置在室外,容易受自然灾害等突发事件的影响,因此一般会存储大量的应急备品备件,以应对突发事件的发生,这就导致了大型服务企业高额的库存成本。本文针对大型服务企业应急备品备件的库存管理及其模型进行了研究。首先论文分析了大型服务系统应急备品备件可与日常备品备件相互替代的特点,在此基础上建立了平战结合下大型服务系统应急备品备件的管理框架,从管理主体、管理目标、管理运作流程以及支撑技术四个方面进行了详细的阐述,并就管理运作流程进行了深入分析。其次,分析了平战结合下大型服务系统应急备品备件的库存管理方法:一是分类管理,分别分析了应急备品备件和日常备品备件的分类指标,并以此为基础确定适宜采取替代策略的应急备品备件品种类型;二是需求预测管理,分别根据历史统计数据和突发事件对设施设备的损坏程度两方面对应急备品备件需求进行预测;三是库存模型控制,基于应急备品备件与日常备品备件可相互替代的特点,提出建立库存控制模型来对应急备品备件库存进行科学的管理。最后,基于应急备品备件与日常备品备件可相互替代的特点,建立了不采取替代策略和采取替代策略两种情况下两类备品备件的最小期望损失模型,求出了两种策略下应急备品备件和日常备品备件的最优订货量,比较了两种策略下的最小期望损失,并用算例作了进一步的论证。
【Abstract】 Large-scale Service enterprise, such as Grid、transport and communicate are relatedwith People’s livelihood, the normal operation of these enterprise deeply relies on theoperation capacity of facilities and equipment. The facilities and equipment ofLarge-scale Service enterprise are installed in the outdoor, which is vulnerability to theemergencies, such as natural disasters. So the Large-scale Service enterprise has to storelarge scale emergency spare parts to respond to emergencies, which results in the highstock cost. This paper researches on the stock management and its model of emergencyspare parts in Large-scale Service enterprise.Firstly, the characteristic that the emergency spare parts can be replaced by the dailyspare parts is analyzed, based on that, a management frame of emergency spare parts inLarge-scale Service system under combination of routine and emergency is established,and the management subject management subject, goal, operation process and technologysupport are stated detailed. Finally, the management process is deeply analyzed.Secondly, the stock management methods of emergency spare parts in Large-scaleService enterprise under combination of routine and emergency is analyzed. The firstmethod is category management, in which, the classification index of emergency androutine spare parts, and the type that can be used in the alternative strategies is determined.The second method is demand forecast management, in which, the statistical data and theextent of damage of facilities and equipment by the emergencies is analyzed. The thirdmethod is stock model.Finally, based on the characteristic that the emergency spare parts can be replaced bythe daily spare parts, the minimum expected loss model of spare parts under twostrategies is proposed, and the optimal order quantity of the two kinds of spare parts arefound, and an example is given.
