【摘要】 在中国共产党领导的多党合作事业日益发展的今天,我国民主党派作为与中国共产党长期共存、荣辱与共的参政党,作为推进社会主义民主政治建设的重要力量,其自身的纯洁性已越来越不容忽视。建立一套科学、高效的内部监督机制,对我国民主党派加强自身建设,充分履行参政党职能,在建设中国特色社会主义事业中发挥应有的作用具有重要的现实意义和深远的历史意义。基于以上认识,本文对我国民主党派现行内部监督机制进行了研究,认为民主党派内部监督主、客体合一,监督机制运行单向,各种监督力量不平衡,监督内容公开性还很不到位是现存的较突出问题,这主要是由于内部监督意识淡薄,法规不完善,内部监督制度缺失,以及没有专门的内部监督机构等原因造成的。本文尝试按照建设适应新世纪要求的参政党的要求,从宏观和微观两个方面提出建立健全我国民主党派内部监督机制的对策,力求使我国民主党派内部监督机制更加适应民主党派的特点,更加科学和完善,为有效遏制腐败,促进民主党派工作走上制度化、规范化、程序化的轨道提供强有力的制度保障。更多还原

【Abstract】 In the growing CPC-led multi-party cooperation cause, in long-term coexistence with the Communist Party of China, China’s democratic parties, as the participating parties, shares weal and woe with the Communist Party of China and plays an important role in the promotion of the building of socialist democratic politics. Their own purity has become of increasingly significance. The establishment of a scientific and efficient internal supervision mechanism for China’s democratic parties is of an important realistic significance and far-reaching historical significance to strengthen their own building, fully implement their functions of participation in administration, and play their due role in the building of the socialist cause with Chinese characteristics.Based on the above understandings, studying on the existing internal supervision mechanism in China’s democratic parties, the paper believes that the outstanding problems in the mechanism are the weak sense of internal supervision in China’s democratic parties, one main-object monitoring, one-way monitoring mechanism, and the lack of supervision content openness. The paper presents a profound analysis of these issues. These problems are mainly due to the imperfection of existing internal supervision mechanism and regulations in China’s democratic parties, the missing of internal supervision mechanism, the imbalance of various supervision powers, and the lack of specialized internal supervision institutions. This paper tries to propose measures for the establishment and improvement of internal supervision mechanism for China’s democratic parties both from the macro and micro aspects in accordance with the requirements of new century. The internal supervision mechanism for China’s democratic parties should be more suitable to the characteristics of the democratic parties, more scientific and perfect, effectively curbing corruption. It will provide a strong system that guarantees the institutionalization and standardization of the work of democratic parties.更多还原
