【摘要】 在中国历史上众多的封建君主当中,唐太宗绝对占据着一个特殊的地位。他在位期间,借鉴隋朝灭亡的教训,君明臣贤,励精图治,开创了载入史册的“贞观之治”。唐太宗的文治武功不仅影响了有唐一朝,而且对后世产生了深远影响,后来的君主将他视为学习的典范。学术界对唐太宗的研究,多集中于从历史学的角度来研究其内政外交的具体事件、具体过程,或是从政治学的角度研究其政治思想和政治哲学,而很少有人从行政学的视角分析其作为一个国家管理者的思想。作为历史上治世最成功的君主之一,唐太宗在国家管理思想方面必须有着自己独特的见解,本文力图从行政管理学的角度对唐太宗的行政管理思想进行梳理,探讨其形成的原因,意义及其影响,并从中获得对当今行政管理学的有益借鉴。在研究方法上,主要运用文献分析和系统分析的方法,通过对历史文献的解读和对其他学者研究成果的借鉴,来探析唐太宗的行政思想。在内容上,主要从三个方面进行探讨：首先论述了贞观时期唐太宗面临的行政环境、前人治国理论与唐太宗的治国实践,指出这是唐太宗行政思想形成的原因；其次论述了唐太宗行政思想的内容,主要包括行政领导、人事行政、行政沟通与行政监督、行政法治、民族治理及行政文化等,并指出唐太宗已经形成一个比较系统的行政管理思想体系；最后分析了唐太宗行政思想的特点及对当今行政管理实践的启示。更多还原

【Abstract】 Among numerous feudal kings in Chinese history, Emperor Tang Taizong occupied a special status absolutely. when he was in power, he summed up the experience of the ruling class and drew a lesson from the quick downfall of Sui Dynasty, and there appeared a world-renowned peaceful and prosperous period known as Zhenguan Zhizhi. Tang’s achievements not only affected Tang Dynasty deeply, but has had the he profound influence to the later generation, and many kings behind him regards his as the idolatry.The researches of academic circles mostly concentrate on the concrete incident course of internal affairs and diplomacy from the historic angel or political thoughts and political philosophy from the political angel, and very few people analyze his thoughts as regulator from the angel of the science of administration. As the one of the most successful crowned heads, Emperor Tang must have the unique opinion on the country management. In this thesis, the author try to make a overall systematic analysis about Tang Taizong’s thoughts of rugulating a country and discuss the cause of how it form, the influence of this thought.About the research approach, the author used the documental analyse and systemic analyse method, based on the analysing of the historic documents and referring to the other scholars’research results. This thesis can be devided into three parts. In the first part, the author probed into the reason why his thoughts had formed, and pointed out that it was based on the social background, the thoughts of the forefathers, Tang Taizong’s practice at that time.. The second part was consist of Administrative leadership, the personnel administration, the administrative communication and the administrative oversight, the administrative government by law, the national government and the administrative culture and so on, In the third part, the author analyzed the meaning and influence of the thoughts, and what can people draw the lesson from the Tang’s thoughts.更多还原
