基于精确后勤的战区军需主副食品综合计划管理信息系统的设计

【摘要】 随着现代高技术战争向高速度、快节奏、高强度方向发展,后勤保障的队伍越来越大。目前,美军后勤人员比例,已占到总兵力的45%左右,真正担负战斗职责的只有30%。后勤人员、装备技术保障人员的扩大,一方面会引起保障效率的降低,另一方面容易被敌侦察发现,遭受敌人攻击。要解决好这个矛盾,各军队必须改变传统的保障思路,走“精确后勤”之路。战区军需后勤部门处理的业务量的不断增大,传统的库存管理模式已经越来越不能适应其发展要求。美军在海湾战争后对于他们的后勤保障工作进行了反思,抓住信息技术迅猛发展的机遇,率先进行了精确后勤的革命。这场军事后勤革命的核心就是军队后勤的信息化,其模式是拉姆斯菲尔德所提出的“聚焦后勤”,目标是实现“精确保障”。遵循新军事革命的发展趋势,我军确立了建设信息化军队、打赢未来信息化战争的军队建设目标。而应对新形势,面对庞大而复杂的军队后勤管理工作,只有建立基于精确后勤的综合计划管理信息系统才能更好地满足信息战争的需要,更好地为军队信息化建设提供资源及服务。本文针对我国军区食品采购信息化程度低、保证力度不足等问题,运用精确后勤理论以及软件工程思想,经过了系统规划、需求分析、系统概要设计、系统详细设计几个步骤,最终设计出了基于精确后勤理论的战区军需主副食品综合计划管理信息系统,为军队后勤信息化、精确化提供保障。全文共分为六章,第一章介绍国内外对于精确后勤相关理论的研究成果以及具体应用,并对目前该理论在应用的过程中存在的问题进行分析。第二章介绍了精确后勤的概念、历史发展以及相关理论如JIT、VMI理论,对精确后勤的趋向进行预测,并结合我军的实际情况和特点对实现我军精确后勤建设展开讨论。第三章在充分考虑军区实际情况以及后勤采购流程基础之上,提出了战区军需主副食品综合计划管理信息系统的设计方案。第四章介绍本系统所选择开发平台.NET,开发语言C#,以及SQL Server2000数据库等开发工具。并在系统所建模型基础上提出战区军需主副食品综合计划管理信息系统的详细设计方案。第五章对论文的研究内容予以总结,说明了系统研究开发和实际投入使用的意义。更多还原

【Abstract】 With the development of modern high-tech war to the high-speed, fast-paced, and high-intensity, logistics support team is growing. At present, the proportion of U.S. military logistics personnel have been accounted for around 45% of the total strength, and only 30% of which are real on combat duty. on the one hand, the expanding of Logistics personnel, equipment and technical support personnel give rise to protect less efficient, on the other hand, it will be found easily by the enemy and suffered from it. To resolve this contradiction, the military must change the traditional ideas of logistic, achieve "precision logistics". In order to deal with the increasing volume of business, the traditional model of inventory management can not meet the requirements of development of military logistics departments increasingly.After the Gulf War, the U.S. military reflected on their logistical support works, seizing the opportunities of the rapid development of information technology and leading a "precision logistics" revolution. The core of this revolution is the informationization of military logistics, and its model is Donald Rumsfeld’s "focused logistics". The goal is to achieve "precision support". Keep to the trend of new military revolution, our army has established the goal of constructing the information technology military and winning the information warfare. In the face of the new situation, coping with large and complex military logistics management, only the establishment of management information system of comprehensive plan based on precision logistics could better meet the needs of information warfare, and better provide resources and services for the construction of military informationization.Based on the low level of Informatization and lack of ensure strength in Chinese military food procurement, this article uses idea of precision logistics and theory of software engineering, after a few steps of system planning, requirements analysis, system outline design and system detailed design, to give a final design of military food procurement management information system of comprehensive plan based on the theory of precision logistics, which provides a guarantee for Informatization and precisionize of military logistical. This paper is divided into six chapters, the first chapter describes the theory at home and abroad for the precision logistics research as well as the specific applications, and analyses the problems of the process of application. Chapter II describes the concepts, historical development of precision logistics, as well as related theories such as JIT and VMI theory, predicts the whereabouts of logistics and discusses our army’s construction of precision logistical combining with the actual situation and characteristics of our army. Chapter III taking full account of the actual situation in military and process of purchase, put forward the design of military food procurement management information system of comprehensive plan.Chapter IV describes the platform of .NET, the language of C# and development tool of SQL Server2000 database, and put forward the detailed design patterns of military food procurement management information system of comprehensive plan based on the model in the system. Chapter V gives the conclusion of the research and indicates the development and practical significance of the system.更多还原
