“北斗”系统在战时/应急物流配送中的应用研究

【摘要】 随着世界新军事变革的不断发展,为加强国防和军队建设,许多军事大国都在研究和实践新的后勤保障模式和技术。其中以“精确物流”为代表的后勤保障新技术最为引人注目。“精确物流”是指将卫星导航定位技术、地理信息技术和物流运输技术等高新技术融合在一起,能跟踪、监控和调遣包括运输途中物资在内的各种战备物资,从而使部队作战变得更加灵活机动,能全天候地向世界任何地方实施及时、准确、持续、高效的军事物流保障,并能对紧急情况作出快速反应。我军的后勤保障模式和技术虽然在当今已经有较快地发展,但是还存在着组织分散、技术原始和效率不高等问题,很难适应现代高科技战争快速机动的特点。因此对后勤物流保障车辆的实时监控指挥已成为目前军事技术研究的重要内容。自从我国自主设计研制的北斗卫星导航定位系统的建立和投入使用,其独特的定位和通信双重性能已经成为军事领域应用研究的热点。本文通过研究分析“北斗一号”和GPS卫星导航定位技术,结合我军后勤运输装备的实际,提出了一种基于北斗系统的战时/应急物流车辆实时监控指挥系统的设计方案。系统采用北斗-GPS双模接收机定位方式,实现优势互补,最大限度保证了运输装备的定位精度、速度和可靠性;采用北斗/军用通信卫星/军用电台相结合的方式传输定位和指挥信息,保障了通信指挥的不间断。该系统将北斗定位、GPS定位和GIS技术应用于特定的战场环境,解决了现有监控系统的不足,增强了系统的安全性和可靠性,便于指挥员掌握战场情况和实施对运输车辆的实时监控指挥。同时也对我军研发新一代后勤指挥系统具有一定的借鉴意义。

【Abstract】 Because new military in the world change of continuously develop, in order to strengthen national defense and army building, a lot of countries with strong military are in study and practice the new logistic guarantee mode and the technique.Among them the"accurate logistics" as a representative of the new logistic guarantee technique is the most arrestive. The "accurate logistics" means to blend variety new techniques, such as satellite navigational system, geographic information system and logistics conveyance technology…etc, which can follow, control and dispatch various war preparedness goods and materials including the transportation way goods and materials, thus make the army’s battle become more vivid and mobile, can carry out in time, accurate, lasting, high-efficient military logistics guarantee to any place of the world all-weatherly, and can make the fast reaction to the emergency. Nowadays, although logistic guarantee mode and technique of our army have already mored and quickly developed, but still exist the problem such as disperse organization, originality technique and the low efficiency etc, can hardly adapt the characteristic of the fast reserve of modern Hi-Tech war. Therefore to control, command in real time to logistics vehicle has already became at present the important content of military technique study. Since the BeiDou satellite navigation systems that our country design independently building and putting in use, it has already became the focus of application study of military field with its unique localization and communication.Through researching and analysing the Beidou satellite locating navigational system and GPS, and combining the reality of the logistic transport facilities of our army, this text put forward the design plan of wartime/emergency logistics vehicle monitoring system based on BeiDou system. The system adopts the method of BeiDou-GPS double mode position, realizes the mutual supplement with each other’s advantages, has guaranteed localization precision, pace and dependability of transport facilities to the greatest extent. With combining the BeiDou/military comsat/military radio station to transmit localization and command message, that have ensured communication to command incessantly. This system orients the BeiDou and GPS’s positioning technology and GIS technology apply to the particular battlefield environment, can make up the shortage of the existing monitoring system, can strengthen systematic security and dependability, it is convenient for commander to grasp battlefield situation and control and command transport vehicle in real time. At the same time it also has certain reference meanings toResearching and developing a new generation’s logistic command system for our army.
