【摘要】 乡镇政府公信力是指乡镇政府基于自身的理念、行为、政策等,运用公共权力履行公共服务和社会管理职能的过程中所体现的责任、公正、服务、民主等信用资源并获得社会民众所信任的能力,它直接体现为乡镇政府对基层社会特别是对基层民众的执行力、影响力和号召力。目前,乡镇政府公信力存在着严重的弱化问题。基于乡镇类型区域的差异性,本文选取汕头潮阳区若干乡镇作为调查研究的典型区域对象,分析了乡镇政府公信力弱化的现状,具体来讲,表现为乡镇政府行为公信力和政策公信力的弱化,基层民众针对乡镇政府的农村群体性事件增多,基层民众对其他权威的认同与信任。接着,运用制度分析方法、生态行政理论与治理理论,分析了导致此类乡镇政府公信力的弱化的外内部、现代与传统、正式制度与非正式制度的因素。同时,结合自己所调研的相关案例和资料,从实证方面加以补充和完善自己的思路和论证。最后,对于乡镇政府公信力提升的路径,本文提出了在外部或正式制度上创新国家宏观的农村发展制度,同时塑造良性行政文化和提升乡村社会资本,并在乡村社会内部推行“官民合作”的乡镇治理模式,从而改善乡村治理,提升乡镇政府公信力。更多还原

【Abstract】 The public trust of the township government is based on their own philosophy, behavior, as well as the policy and so on, applying the public authority to perform the public service and social management function, which are represented by the responsibility, justice, and service, democratic and some credit resources and also gains the social trust ability from civil. This kind of ability reflects directly of the township government to the people of grassroots ’enforcing power, influence and social impact. At present, the trust of township government has threaten by the serious weak problem .Based on the different types of the township in different areas, this essay selects from the Chaoyang district of Shantou as a model of investigation research and analyzes the current stage of the weak of the public trust of the township .That is to say the shortage of the public trust of the township government and drain of public trust of the township government. Specially speaking, with the increasing of the things about the countryside people of the grassroots, it reflects the waking of the trust of the township government behavior and the measures, other authorities of the government have distributed the public trust of township government. Farhter,this essay is based on the merged Institutionalism, the administrative ecology theory, social capitalism as well as the governance theory which results in the weakening of the public trust of the government by some comprehensive factors such as inside or outside, modern or tradition and formal or informal system .At the same time, according to my own research materials and cases, during the writing of the essay, I supplement my idea and argument through the pragmatic research. At last, concerning the route of the increasing public trust, This essay puts forward the country system renovated by the government in outside or formal system, based on shaping the optimum administrative culture and strengthening the social capital, the inside of the country has put forward the governance of the official and civil, and then to improve the to the township government.更多还原
