【摘要】 体育场馆的良性运营是体育场馆运营项目的出发点和归宿点。从现代项目管理理论的角度来看,体育场馆运营项目作为一个整体,应从可行性研究、体育工艺设计入手,从体育场馆运营项目的全程思考,制定出科学的体育场馆运营的全套方案,这才是保证体育场馆后期高效运营和良性发展的前提和保障。本文以文献资料法、逻辑分析法、访谈法、数理统计法、实地考察法为主要研究方法,针对体育场馆运营项目的特点,用现代项目管理理论对体育场馆从建设到运营进行分阶段、全过程的分析,以探求我国体育场馆运营项目的新模式,使之为我国体育场馆运营项目的良性发展和相关的科学研究提供理论的参考和依据。本研究主要得出如下结论:1通过查阅分析《体育统计年鉴》、全国体育场地普查数据库和体育资源网等资源,分析得出我国现有体育场馆为5680个,体育场地为85万个,体育场馆投资主体多元化趋势越来越明显。但是,从运营管理的角度来看,体育场馆的运营水平仍处于初级阶段。2在对我国体育场馆运营模式的不足和项目特点进行分析的基础上,以现代项目管理理论为理论依据,根据我国体育场馆运营的现状和经验提出了体育场馆运营的项目管理模式。它是一个包含决策、设计、实施和运营四位一体的概念。项目管理模式的四个阶段相互影响相互渗透,为最终的体育场馆运营奠定了良好的基础。3可行性研究是体育场馆运营的项目管理模式中的重要环节。项目管理模式中的可行性研究主要包括确定规模、总体规划、地址选取、功能定位、资金筹措等工作。4体育工艺设计也是体育场馆运营的项目管理模式中的重要环节。要改善我国体育场馆建筑并没有与体育工艺很好结合的这种现状,应做好以下工作:结合体育场馆的使用要求,预先完成体育工艺设计;因地制宜;注重实效;体育工艺要与土建工程密切配合;充分考虑体育项目的发展趋势,有预见的进行体育工艺设计等。5体育场馆的有效运营是体育场馆运营的项目管理模式的根本。这一阶段主要是处理好赛事期间的体育场馆运营和非赛事期间的体育场馆运营两个问题。最后,本研究对我国体育场馆运营项目的良性发展提出建议如下:1要有效发挥国家政策引导和法律约束的作用。2必须做好体育场馆运营方面专业人才的培养工作。更多还原

【Abstract】 The sound operation of sports venue is the beginning and ending point of operation project.In view of the modern project management theory, the implementation of operation project of sports venue,as a whole, should commence with the feasibility study and sport technological design. In order to guarantee the post-game efficient operation of sports venue, the whole process of operation project should be taken into consideration, followed by the constitution of an overall plan.With the methods of documentation searching,logical argumentation, interview,statistics and so on,this research aims at the unique characteristics of operation project of sports venue,and analyze different period and the whole process from construction to operation of sports venue with modern project management theory,in order to explore a new model of operation project of sports venue in China.The results may show theoretical reference for related researches in this field.The results of the research are as follows:1 According to "the statistics annual of sport",the databases of general investigation of China’s sports venue and online sport resources, the research gets that nowadays there are 5680 sports arenas,850 000 sports fields.The diversity trend of major investors becomes more obvious.However,the operational level is still in a primary stage from a managing view.2 On the base of the analysis of short comings and project characteristics of China’s sport venue operation model,the research puts forward a project management model according to modern project management theory and the current situation together with the experience of China’s sports venue operation.This model combines decision making, design,implementation operation as a whole.The four stages in this model interacted with each other to establish a good foundation for sports venue operation.3 The feasibility research,which consists of scale,overall outline, place,function orientation,financing etc,is the key element in sports venue operation project management model.4 Sport technological designs is another important step.In China, sport venues had no good combination with sport technology,which led to a bad function.In order to change this situation,the following jobs should be well carried out:complete the technological design in advance according to usage requests;suit measures to local condition;pay special attention to actual effects;make close connection between construction and design;take the development trend of the individual sport into full consideration,and make the technological design with a foreseeing idea.5 The efficient operation of the sports venue is the basic element of the operation project management model.The major problem in this stage is the successful operation of the venue in competition state and non-competition state.To sum up,the research put forward the following suggestions to the sound development of sports venue operation project in China:1 take the full effect of national policy guidance and the law restrains2 educate and cultivate the professional intellectuals of sports venue operation更多还原
