【摘要】 随着知识经济的到来,人才尤其是科技型人才的重要性日益凸显。一国能否在知识经济时代立于不败之地关键在于其能否聚集大量的高素质科技型人才,使其发挥1+1＞2的人才聚集效应,进而加快知识创造和科技创新的速度,推进社会经济发展。为此,世界各国展开了一场激烈的科技型人才争夺战。实际上,科技型人才争夺之战就是诸如政策、经济、科技创新环境等区域内外部支持体系的优化之战,因为谁具有良好的支持体系,谁就能聚集到大量的科技型人才并产生人才聚集效应,就能在科技创新乃至区域发展中处于领先地位。我国要建设创新型国家,也必须从构建区域支持体系入手,优化区域科技型人才聚集环境,充分调动科技型人才的积极性,以产生1+1＞2的聚集效应,进而推动区域科技创新和经济发展。因此,研究本课题既具有理论意义又有现实指导意义。本文在区域经济学、聚集经济学、人才学、人力资源管理等基础理论的指导下,综合运用系统科学方法、文献研究法、调查研究法、层次分析法和数据包络等方法,对科技型人才聚集效应及其支持体系展开研究。主要包括以下研究内容:第一章绪论部分论述了本课题的选题依据和意义,目的是要突出所选题目在当前社会和经济发展中的价值和作用;第二章分析归纳了人才聚集效应的理论基础,概述了国内外有关人才聚集的理论以及区域科技型人才聚集效应的研究现状,为本文的后续撰写打好基础;在第三章科技型人才聚集效应的分析中,笔者查阅了大量文献并结合自己的观点对科技型人才的定义、特征及其界定标准做了基本规定。在此基础上,文章对科技型人才聚集现象和聚集效应进行深入研究,介绍了其内涵、特征以及由人才聚集现象向人才聚集效应转变的规律,为下文的研究提供了研究基础;第四章从外部环境、内部影响因素及人才自身要素三方面分析了影响区域科技型人才聚集的因素,构建了区域科技型人才聚集支持体系;第五章是文章的重点及难点:区域科技型人才聚集支持体系的构建及其支持能力的评价。笔者在前期大量调查研究、查阅资料的基础上,以构建区域科技型人才聚集支持体系为切入点,通过系统分析区域科技型人才聚集效应的影响因素,按照科学合理的构建原则,构建出区域科技型人才聚集支持体系,设计出其相应的支持能力评价指标体系,并通过Delphi法和AHP法,确定了评价等级以及指标体系中各指标的权重系数,进而运用DEA方法构建出区域科技型人才聚集效应支持能力评价模型;第六章评价了青岛市科技型人才聚集支持体系,在本章中笔者查阅并实地调查得到了大量的数据,分析了青岛市科技型人才聚集的现状,并深入研究输出结果找出了青岛市科技型人才聚集方面存在的问题,针对这些问题提出自己的见解,对完善青岛市乃至我国其他地区的科技型人才聚集支持体系有一定的借鉴意义。通过系统研究,本课题得出以下结论:①人才在流动过程中会产生人才聚集现象和人才聚集效应。科技型人才聚集效应具有八个方面的特征:信息共享效应、知识溢出效应、创新效应、集体学习效应、激励效应、时间效应、区域效应和规模效应。②科技型人才聚集效应与其支持体系有密切的关系,通过优化外部环境、内部影响因素和人才自身因素等一系列支持体系可以提升科技型人才聚集程度,产生科技型人才聚集效应。本研究的主要工作及创新点如下:①提出了STA—GNP增长速度曲线,指出科技型人才聚集效应是存在边界的,科技型人才聚集度并非越高越好,过度的人才聚集反而会引起人才聚集不经济性效应的大幅度增长,使经济增长速度下降。②构建了区域科技型人才聚集支持体系,指出科技型人才聚集支持体系包括外部环境支持因素,内部环境支持因素和人才自身因素三个方面。③运用数据包络法构建出区域科技型人才聚集支持能力评价模型并通过该模型对青岛市科技型人才聚集效应水平及支持能力进行评价,找出其存在的问题并提出相应的对策建议。更多还原

【Abstract】 With the development of economy and knowledge, talent especially scientific talent is becoming more and more important. Whether a nation can be outstanding mainly depends on its ability of attracting talent and formulating the scientific talent accumulation effect. Based on this, all countries try their best to attract talents to its own nation. Actually, the war of attracting talent is a war of optimizing its policy, economy, scientific environment, etc. The country whose supporting system is more scientific and efficient is the country that can attract more talent. How can the supporting system affect scientific talent accumulation effect? How to optimize the supporting system in order to improve the scientific talent accumulation effect? These are the questions of which need to study and on which this essay is based.The developed countries has been improved their environment to attract more and more people. Silicon Valley is a place which attracts enough talent and improves the whole nation’s scientific development as well as the economy development. China is being changed to be an innovation country. Therefore, Building a scientific and efficient supporting system is very importment. Building the efficient supporting system needs to optimize the scientific talent accumulation effect environment and drive people’s motivation.Based on the related material, the author gave the concept of scientific talent, talent accumulation phenomenon and talent accumulation effect, studied the relationship among talent accumulation, industry accumulation and regional economy development. Then gave its eight characteristics, they are information sharing effect, knowledge overflowing effect, innovation effect, collective learning effect, motivation effect, time effect, region effect and scale effect. Then, this essay studied the supporting system and supporting power of scientific talent accumulation effect. The supporting system includes the external environment, internal environment and talents’ internal factor. Supporting power of scientific talents accumulation reflects the ability of supporting systems to the scientific talents accumulation effect.Based on the scientific and obtainable factor, this paper analyses the external factors which affect the supporting power of scientific talents accumulation and builds its appraisal index system. The external supporting sustem includes policy, economy level, scientific and innovation environment, financial investment in education, cultural and geographic factor and the social security. Based on DEA method, this essay appraises Qingdao and other nine sub-province cities’ supporting power of scientific talents accumulation effect. The appraisal reflects Qingdao’s shortcomings. Finally, based on the former work, it puts forwards the methods to strengthen the ability of supporting systems and to ensure the effect of scientific talents accumulation.更多还原
