【摘要】 产业集群在区域竞争优势的培养以及一国经济的发展中具有不可替代的重要作用,以硅谷为代表的高新技术产业集群的巨大成功,使得各国政府以及国内外学者更关注于高新技术产业集群的竞争优势,而对其风险的关注甚少。事实上,与传统产业集群相比,高新技术产业集群的风险更大,一旦衰退对区域经济的破坏作用更强。及时地规避其发展过程中潜在的风险对于集群和区域经济的持续、健康发展都有一定的意义。但是,中国在这方面的研究刚刚起步,且以理论研究居多。论文旨在从生命周期的角度分析高新技术产业集群风险。首先,提出高新技术产业集群及其风险的概念,给出其结构图;其次,以生命周期理论为基础,将高新技术产业集群分为四个阶段,分析其各个阶段的特征及影响因素,从集群发展的角度分析高新技术产业集群潜在结构风险、科技风险、环境风险、系统性风险等等,构造了高新技术产业集群各阶段风险关联图,认为各风险之间存在相互增强的机制,应该通过防范可控风险,进而避免不可控风险的发生,阻断集群风险之间恶性循环关系链;再次,以青岛市电子信息产业集群为例,对其成长阶段及其特征进行探讨,界定其处于快速成长阶段,并对其现阶段潜在风险因素进行剖析,得出现阶段风险为结构风险、科技风险及环境风险,进一步验证前述理论,最后有针对性地制定青岛市电子信息产业集群现阶段风险的防范对策。更多还原

【Abstract】 Industry cluster is playing an irreplaceable important role in the training of regional competitive advantage and the development of a country’s economy, the great success of new-high technology industry represented by Silicon Valley are making governments as well as domestic and foreign scholars more concerned about the competitive advantage of new-high technology industry clusters, and their risk is little concerned. In fact, compared with the traditional industry cluster, new-high technology industry cluster has greater risk, once in the decession, they will give the greater damage to the regional economy. A timely manner to avoid the risk is significant to cluster and the sustained and healthy development of regional economy. However, China’s research in this area has just started, and the most are theoretical research. This paper is aim to analyze new-high technology industry cluster risk from the point of view of the life cycle. First, proposes the concept of new-high technology industry cluster and it’s risk, and using the quantitative analysis to define new-high technology cluster, give its structure. Secondly, based on the life cycle theory, divide new-high technology industry into four stages, analyzing the various stages of their characteristics and effects, and it’s potential risk from the perspective of the development of clusters: technology risk, environmental risk, the cyclical risk, and so on. Giving the risk associated plan of new-high technology clusters at various stages, the risk that exists between the mutually reinforcing mechanisms, it should be adopted to prevent controllable risk, thus avoiding the occurrence of uncontrollable risk, blocking the cycle of the risk. Thirdly, through Qingdao electronic information industry cluster growth stage and its characteristics, define in its fast-growing stage, and analysizing its potential risk at this stage. The conclusion is: at this stage that the risk is structural risk, technology and environmental risk, further verify these theories.
