【摘要】 海洋经济在沿海区域发展中具有重要战略地位。福建省作为海洋资源大省，海洋产业日益成为国民经济发展的强力支撑，大力发展海洋产业有利于发挥海洋资源优势，提升区域经济综合竞争力。海洋产业集聚作为一种高效的产业空间组织形式，可以最大限度地发挥产业关联和协作效应，进而带动区域经济的发展。同时，在海洋产业集聚形成与发展的过程中离不开区域经济发展的支撑。因此，加强陆海资源、产业、空间的互动，促进海洋产业集聚与区域经济发展之间的耦合，形成陆海区域资源互补、产业互动、协调发展的新格局，对提升区域综合竞争力，推进海峡西岸经济区建设具有重要意义。本文将耦合理论与耦合模型运用于海洋产业集聚与区域经济发展的研究中，结合计量经济学、系统科学、产业经济学等相关研究方法，分析探讨福建省海洋产业集聚与区域经济发展之间的耦合情况。本文在对现有文献的研究基础之上，明确了研究方向和重点。首先对海洋产业与耦合的相关概念和理论进行阐述，解释了海洋产业、耦合的概念，并分析了耦合理论与产业关联理论。其次，对福建省海洋产业集聚以及区域经济的发展现状进行分析，探讨海洋产业发展的条件、主要海洋产业发展现状并且对海洋产业的集聚状况进行测度。然后，分析福建省海洋产业集聚与区域经济发展的相互影响状况，探讨海洋产业集聚对区域经济发展的影响以及区域经济发展如何影响海洋产业集聚。接着，利用耦合模型对福建省海洋产业集聚与区域经济发展的耦合关系进行定量分析，研究二者的耦合协调状况。最后，本文在综合分析的基础上，结合影响海洋产业集聚与区域经济发展耦合的因素，提出推进海洋产业集聚与区域经济发展耦合的几点对策建议。研究表明：（1）福建省在发展海洋产业方面具备资源优势、经济优势，几大海洋主导产业都有较快的发展。集聚度方面，海洋第一产业集聚程度最高，其次是海洋第三产业，最后是海洋第二产业。福建省区域经济总量稳步提高，财政收入增长较快，居民的富裕程度显著提高，区域整体经济实力不断增强。（2）福建省海洋产业集聚对区域经济的发展发挥着重要的作用，海洋产业集聚通过优化产业结构、加快技术进步、配套需求集聚、服务型组织完善促进区域经济发展。区域经济的发展同样对海洋产业集聚的形成和发展有着重要的影响，区域经济的发展可以增加劳动力丰富度、加大资本投入、加强陆域产业配套合作，从而促进海洋产业集聚的发展。（3）海洋产业与区域经济都是处于发展阶段，海洋产业集聚与区域经济发展的耦合状况也逐渐改善，二者不断影响不断适应。福建省海洋产业集聚与区域经济发展的耦合协调情况与二者的耦合度结果也比较一致，耦合协调状况在不断地改善，海洋产业与区域经济走可持续的发展路线。影响二者耦合的因素主要包括人力资源、技术创新、自然资源、政策因素、基础设施因素等。（4）本文提出了推进海陆联动的发展进程、推动海洋产业集聚发展、加快海洋人才培养、提升海洋产业的科技水平、完善涉海基础设施建设、加强海洋生态与环境保护等推进海洋产业集聚与区域经济发展耦合的对策建议。更多还原

【Abstract】 Marine economy has an important strategic position in coastal area development.Fujian province has a lot of marine resources, marine industry has increasinglybecome the strong support of the economic development, vigorously develop themarine industry to produce marine resource advantage, improve the competitivenessof regional economy.The marine industry cluster as an efficient form of industrialspace organization, can utmost play industry association and synergic effect, so as topromote regional economic development.At the same time, in the marine industrycluster in the process of formation and development is inseparable from the support ofregional economic development.Therefore, to strengthen the land and sea resources,industry, space interaction, promote marine industrial agglomeration and regionaleconomic development of the coupling between land and sea area, forming acomplementary resources, industry interaction, coordinated development new pattern,to enhance regional competitiveness, promote the construction of the West StraitEconomic Zone has important significance.This paper using the theory of coupling and the coupling model to researchmarine industry cluster and the regional economic,combined with econometrics,system science,industry economics and related research methods,analyze theinfluence between marine industry cluster and regional economic,evaluate the degreeof coupling coordination.This article based on the existing literature study,clear the direcion ofresearch.Firstly,this paper expounds the theories of marine industry andcoupling.Secondly,analysis the development of Fujian marine industry cluster andregional economic,discusses the present situation and conditions of marineindustry,then estimate its degree,try to find out the competitive advantage of Fujianmarine industry cluster.Then, analysis of the influence of both to eachother.Thirdly,using the coupling model on the quantitative analysis of their couplingrelationship.Research results show that their coupling relationship is in theintermediate coordination state,haven’t into good coordination,still needs furtherdevelopment.Finally,this article combined with coupling factors,put forward some suggestions.Research results show that:(1)Fujian province marine industry development with resource, economyadvantage, a few large marine dominant industry has greater progress.The first oceanindustry concentration degree of the highest, followed is the third ocean industry,finally second industry.Fujian province regional economic gross rises steadily, financeincome growth is rapidder, residents of rich degree rise significantly, whole regionaleconomic strength.(2)Fujian Province Marine Industrial Agglomeration on regional economicdevelopment plays an important role in the marine industry cluster, through theoptimization of the industrial structure, accelerate technical progress, supporting theneeds of agglomeration, service organizations to improve and promote thedevelopment of regional economy.The development of region economy also on themarine industry cluster formation and development has an important impact, regionalthrough increased labour force, increase capital investment, strengthen the richness ofthe land industry supporting cooperation to promote the development of regionaleconomy.(3) Marine industry and regional economy is at a stage of development, marineindustry agglomeration and regional economic coupling condition gradually improved,the two continue to influence constantly adapt to.Fujian Province Marine IndustrialAgglomeration and regional economic coordination and the two coupling results aremore consistent, coordination in the continuous improvement, marine industry andregional economic sustainable development route.Effects of two coupling factors,including human resources, technology, natural resources, infrastructure, policyfactors factors.(4) Fujian Province Marine Industrial Agglomeration and regional economicdevelopment coupling status has not reached an advanced level, in order to furtheradvance the two coupling degree, can from the following several aspects: promotingthe marine-land linkage development process, promote marine industry clusterdevelopment, accelerate marine personnel training, improve the level of science andtechnology of marine industry, Perfect sea infrastructure construction, strengthen marine ecological and environmental protection.更多还原
