【摘要】 目前,我国正处在社会转型期,各种社会矛盾凸显,各类突发公共事件的呈逐渐增多的趋势。从蚌埠市的现状来看,应急管理能力已滞后于形势发展的需要。因此,在全面地分析蚌埠市突发公共事件应急管理的现状与存在的问题的前提和基础上,研究如何提升蚌埠市应急管理能力对蚌埠市具有极强的现实意义。突发公共事件指具有强烈冲击力与广泛影响力的突然发生的灾害性事件。通常,我们可以把突发公共事件分为五大类,包括社会安全事件、自然灾害、公共卫生事件等等。突发公共事件应急管理是通过一系列有效管理行为来预防和处理突发公共事件,从而达到解除危机状态的目的。蚌埠城市现阶段存在的突发公共事件主要类型有：自然灾害、城市公共卫生突发公共事件、生产安全事故、城市基础设施事故、环境污染事件、城市火灾。总体来看,这几年通过多方的努力,蚌埠城市突发公共事件应急管理建设取得了一系列成果：蚌埠市公务人员的危机意识与应急管理理念有很大的提升；逐步完善了应急预案体系、突发公共事件检测预警水平有新提高、应急队伍逐步壮大。但是,从另一方面来看,蚌埠市在人员素质、管理体系、运行机制、和应急管理相关配套制度等层面,离建立完善、科学的应急管理体系还有不少差距,都或多或少存在一些需要解决的问题。突发公共事件应急管理能力建设是一个长期的过程,需要从多角度和各个方向去努力：第一,进一步完善的应急管理组织体系建设,建立各应急管理办公室,进一步提高效率；第二,加快城市应急管理的信息化和现代化建设,提高决策的准确性和信息透明度；第三,进一步加强应急管理人才队伍建设,建立起一支高素质的应急管理专门人才队伍；第四,通过健全资金、应急物资保障体系等方式构建起一个有力的保障体系。更多还原

【Abstract】 At present, China is in a period of social transition, highlighting the various social contradictions, all kinds of public emergency was gradually increasing trend. Bengbu City, from the current situation, emergency management has lagged behind the development of the situation requires. Therefore, a comprehensive analysis of Bengbu Public Emergency Management Status and problems on the basis of the premise and to study how to enhance emergency management capabilities of Bengbu has a strong practical significance.Public emergencies refers to a strong impact and influence a wide range of sudden catastrophic events. Public emergencies can generally be classified as natural disasters, public health, social security events such as five. Public Emergency management can be understood, it is through a series of effective management practices to prevent and deal with public emergencies, so as to achieve the purpose of lifting a state of crisis.The main types public emergency of Bengbu at the present stage are:natural disasters, urban public health emergencies of public events, production safety accidents, urban infrastructure, accidents, environmental pollution incidents, the city fire. Objectively speaking, the recent efforts of the parties since, Bengbu Public Emergency management has achieved a series of achievements:Public servants a sense of crisis and emergency management concept has been improved significantly; Contingency plans gradually improved, the level of public emergencies, a new improved detection of early warning, emergency teams and gradually grow. On the other hand, the city of Bengbu in the quality of personnel, management system, operation mechanism, and supporting systems and other emergency management-related aspects, from the establishment of a sound, scientific management system, there are many gaps emergency, there are some needs more or less solve the problem.Public Emergency management capacity building is a multi-angle, long-term process.
