【摘要】 1937年日本占领上海以后,扶植汉奸势力建立汪伪政权,开始对上海进行殖民统治。太平洋战争爆发后,日本对华政策发生改变,通过汪伪政府间接控制上海地区,实行战时物资统制政策。商统会及其下层组织同业公会就具体负责推行物资统制政策。沦陷时期的上海市百货商业同业公会,其内部组织及人事上虽然并没有太大的变化,但是已经完全被汪伪政府所控制,公会管理运行上的问题都要请示汪伪政府。作为商统会的下层机关,上海市百货商业同业公会协助汪伪政府参与了物资统制的各个方面,如物价管理、打击囤积居奇等不法行为、办理物资移动证明及物资配给、税收管理等等,在物资统制中发挥了重要的作用。百货商业同业公会作为同业商人代表的社会团体,在维护同业利益方面也尽到了一定的责任,但是这些都是在不损害汪伪政府利益的前提下,汪伪政府会根据自己的利益和需要,选择性地接受和批准,但是很多试图维护同业利益的提案并没有得到汪伪政府的认可。虽然客观上说,汪伪时期的上海市百货商业同业公会在当时凭借自身的影响力,在协助稳定物价,维护市场秩序等方面起到了一定的积极作用。但是应该看到,当时的百货商业同业公会协助汪伪政府推行物资统制政策,损害了同业商人的利益,已经成为汪伪政府实行经济统制的统治工具。更多还原

【Abstract】 Shanghai was occupied by Japan in1937.They fostered traitors to set up a puppet regime and governed Shanghai. After the outbreak of the Pacific War, Japan’s policy on China changed.Japanese controlled the Shanghai area indirectly by the Wang Jingwei Government and implemented the wartime materiel control policy. The National Commercial Association for Resources Control and the professional associations were specifically responsible for implementing the wartime materiel control policy.The organizations and personnel of the Department stores and Commercial Association of Shanghai were not changed too much,but in fact, the association was controlled completely by the Wang Jingwei Government during the enemy occupation.It must always request the Wang Jingwei Government before execution. The Department stores and Commercial Association of Shanghai mainly undertook materiel control.The association controlled price,fighted against the wrongful act, handled the proof of the material transfer,did the materials rationing,managed the tax and so on.It played an important role in controlling materials.On behalf of the merchants, the Department stores and Commercial Association of Shanghai performed its responsibility of protecting the merchant interests.But it must be under the premise of not damaging the interests of the Wang Jingwei Government.The Wang Jingwei Government could accept and approve the merchants’requirements selectively according to its own needs.But in fact many of the requirements about protecting the merchants weren’t approved by the Wang Jingwei Government.Objectively speaking, the Department stores and Commercial Association of Shanghai did play a positive role on helping stabilizing prices and maintaining the market order.But we should know that the association undertook materiel control and did damage the interests of the merchants.It already became the tools of the Wang Jingwei Government.更多还原
