【摘要】 近年来,互联网在中国迅速发展和普及,给社会生活带来了深刻影响,使媒体形态发生了深刻变化。特别是这两年网络微博的快速兴起,社会影响力日益显现。互联网技术造就了一种现代传播方式,方便了社会交往和意见表达,但也由此带来了重大社会问题：虚假信息、过激言论、恶意炒作、低俗之风以及非法营销等充斥其中,尤其是社会谣言在网络上大肆泛滥,令公众莫衷一是,对社会有害无益。有关政府和部门应对稍有失误,就会受到媒体和公众的强烈的质疑或批评,引发“舆论审判”,轻则引发群体行事件,破坏社会稳定,重则使政府形象受到损害,政府失去公信力。从自然灾害,事故灾害,公共卫生,到社会安全的事例比比皆是。专家认为这已经成为21世纪信息社会的重大研究课题。但许多政府和相关部门对这一情况还没有做好充分准备,常常在事件发生,谣言四起后不知所措,坐失良机,或频出错招,把小问题激化成为大矛盾,给国家形象和财产都造成重大损失。本文要旨站在政府的视角诠释和探析网络环境下社会谣言的危害及应对,为重塑政府及相关部门公信力做参考。更多还原

【Abstract】 In recent years, the development and popularity of internet in China, not only influences the social life but also bring profound changes in media form. Particularly, the rapid rise of micro-blogs. the internet impact power is increasingly apparent. Internet technology has created a modern means of communication, facilitated social interaction and expression of opinion, but these brought serious social problem, such as the false information, radical remarks, malicious speculation. Vulgar wind and illegal marketing etc. Especially social rumor has been spreading on the net. so that the public cannot decide which is right, all these are harmful to society.Governments and departments are concerned and if they make any mistakes that will be strongly questioned or criticized by the media and the public, result in "opinion judgment", social unrest and the worst lead to damage the image of government, lost the credibility. Form natural disaster, accident disaster, public health security to social security can be found everywhere. Experts believe that has become a major research topic of the information society in the21st century. But man) local governments and relevant departments are not yet fully prepared. They always lost many opportunities and even carry out worry tactics frequency after the incidents and rumors flood happened. The small problem sharpened becomes major contradiction, which cause the significant losses to the national image and property. This article stand in the perspective of government to interpretation and analysis, under the network environment, the harm of social rumors and how to deal with it, reforms the government and related departments for public credibility for reference.更多还原
