甘肃电器科学研究院建设发展战略研究

【摘要】 电力行业是我国国民经济支柱型产业。中国加入世贸组织后,国内高低压电器产业加速发展,新产品、新技术层出不穷,使中国高低压电器检测市场空前繁荣。随着中国加入WTO,国外检测集团进入中国参与检验市场的竞争,国内高低压电器检测市场硝烟弥漫。未来,绝大多数检测机构变为商业检测室将是不争的事实,中国检测市场最终会彻底地融入国际检验大市场。甘肃电器科学研究院是由甘肃省政府批准成立的,从事高低压电器检测的第三方实验室,目前『正处于我国事业单位管理体制改革的转型期。面对内外部环境的巨大变化,甘肃电器科学研究院面临着如何根据新环境制定发展策略以求生存求发展的紧迫任务。本人在学习和理解企业战略管理理论的基础上,选择有关理论用于解决甘肃电器科学研究院战略规划中存在的问题和不足。论文应用战略规划理论,分析了甘肃电器科学研究院面临的外部环境的机会和威胁以及内部环境的优势和劣势(SWOT分析方法),提出了相应的规划策略。应用五力模型分析产业竞争强度,结合产业结构当前和未来状态的分析,分别提出了目标聚集和成本领先的竞争战略。论文最后还强调,甘肃电器科学研究院应特别注意在提升客户服务、提升品牌知名度、注重核心人才的培养、创建学习型组织、谋求技术优势方面发展相应的配套策略。
【Abstract】 The electric power industry is China’s national economic pillar industry. After China entering the WTO. the domestic high and low voltage electric apparatus industry accelerate the development. New products and new technologies emerging in endlessly make China’s high or low voltage electric test market prosperous. With China’s entry into WTO, foreign inspection group come into China to participate in the test market competition, leading to the domestic high or low voltage electric test market filled with the cloud of smoke, In the future, it is clear that most testing institutions will become commercial. China’s testing market will thoroughly blend into the international inspection market.Gansu electric apparatus research institute is founded by the government of Gansu Province, working on high and low voltage electric apparatus. It is now in the transformation period of reform in institution management system. Facing the great changes in inner and outer environment, Gansu electric appliance science research institute face how to establish new development strategies according to new environment for survival and development.Based on learning and understanding enterprise strategic management theory, I selected related theory to solve the problems in Gansu electric apparatus research institute’s strategic planning of the existing problems and the insufficiency. This paper is applied in strategic planning theory, analyzing the external environment Gansu electric apparatus research institute facing as well as opportunities, threats, and internal environment of the advantages and disadvantages (SWOT analysis method), and put forward the corresponding planning strategy. Used five competitive forces model analysis industry competition strength, combining the analysis of industry structure of the current and future state, the author proposes the goal and the cost of the leading gather competitive strategy. Paper finally stressed that the Gansu electric apparatus research institute should pay special attention to improving customer service, ascension in brand awareness, to the cultivation of the core talents, establishing the learning organization, in order to seek the technology advantage development corresponding strategies.
