中国实验快堆工程物资采购管理模式改进研究

【摘要】 中国实验快堆工程采取自主研发、自主建设、自主运行的管理模式,建立了一套相对完善的核反应研究堆物资采购管理体系。本文通过对中国实验快堆工程物资采购管理现状的分析,总结物资采购供应过程中存在的问题,例如:采购模式不合理和采购成本偏高、缺乏对供应商质量跟踪管理、物资仓储管理问题等。在对中国实验快堆工程项目物资采购管理工作中存在的一系列问题进行深入的分析和研究之后,提出改进方案及保证措施。在中国实验快堆工程物资采购管理工作中应实现集中采购的这种模式。首先,应加强工程物资采购计划的时效性管理,编制具有可操作性的季度采购计划。其次,采购计划编制人员应与工程部的相关参建单位及工程部内部各个部门进行及时、有效的沟通与协调,建立工程例会制度,并真正落实会议内容,提升各单位和部门的工作效率。最后,采购人员根据采购计划和采购物资的实际情况,分析各种采购方式的优缺点,选择最恰当、最科学的采购方式,较好的完成物资采购供应工作。由于中国实验快堆工程所需物资的特殊性,对供应商提出更高的要求。为保证工程物资采购供应的质量和周期,与供应商建立战略合作关系。采购方通过建立综合评分法对供应商实施绩效评价,绩效评价结果反映供应商的实力,为采购人员选择供应商提供参考依据。仓储管理工作成为物资采购供应工作中的重要环节之一。为改善中国实验快堆工程仓储管理工作的不足,满足核反应堆工程仓储管理的需要,应建立现代化仓储物流中心,将物流信息管理系统应用到仓储管理工作中,真正实现仓储管理现代化。本文通过总结中国实验快堆工程物资采购管理工作经验,完善相关管理工作方法,从而提高中国原子能科学研究院其他核科研工程项目物资采购管理水平,确保核科研工程项目物资供应工作的顺利完成。

【Abstract】 China experimental fast reactor (CEFR) engineering take a mode managementof independent research and development, independent construction, independentoperation, which established a set of relatively complete management system fornuclear research reactor material purchasing. This paper summarizes some problemssuch as no reasonable purchase, high costs and purchasing, lack of supplier qualitymanagement, material warehouse management problems and so on in the process ofthe material purchasing and supply through to analyzing the current situation of theCEFR engineering material purchasing management. These problems were analyzedin-depth analysis and research, and then the improvement scheme and guaranteemeasures were put forward.CEFR engineering material purchasing management work should be realize thepattern of concentrated and batch mode. Firstly, the efficiency of material purchasingplan management should be strengthened and operable quarter purchase plan shouldbe prepared. Secondly, engineering meeting system should be established, and thenreally putting the conference contents by the timely, effective communication andcoordination between procurement planning personnel and engineering constructionunits in order to improve the efficiency of the units and departments. Finally, thepurchasing personnel should analyze the advantages and disadvantages of purchaseway, and then choose the most appropriate and scientific purchase way according tothe actual conditions of purchasing plan and purchasing of materials in order tocomplete material purchasing supply work, perfectly.Because of the particularity for CEFR engineering materials, the supplier wereput forward higher request. The strategic cooperative relations with suppliers shouldbe built to ensure the engineering quality of supply material purchasing and cycle. The purchase side implement supplier performance appraisal (PA) by establishingcomprehensive evaluation method. PA results reflect the strength of the suppliers,which can provide the reference for purchasing personnel selecting the suppliers.Storage management is one of important link in the material purchasing andsupply. The modern warehousing logistics center should be established to improvingCEFR engineering warehouse management deficiencies and meet the nuclear reactorengineering warehouse management needs, which apply the logistics managementinformation system to storage management work and realize warehouse managementmodernizationThis article summarizes the CEFR engineering material purchasingmanagement experience, perfect the relevant management method, so as to enhancematerial purchasing management level for other nuclear research project, to ensurethat nuclear research project material supply work successfully completed in Chinainstitute of atomic energy.
