【摘要】 改革开放三十余年来，我国经济与贸易持续快速发展，开放型经济逐步形成。中国在国际贸易中位次不断前移，对世界经济贸易的影响显著增强。然而，中国对外贸易的快速增长在很大程度上是由在我国投资的外商企业的进出口增长所带动的。外资企业已成为我国出口的主力军，占据了超过半壁江山。而在海关特殊监管区中，外商投资企业的作用就更加明显。因此，给予外资企业在华的进出口以足够的重视是十分必要的。大连地区位于我国东北地区的龙头位置，随着国际航运中心的建设和东北老工业基地的开发开放，大连海关特殊监管区在大连的经济发展中起到了至关重要的作用，研究大连地区特殊监管区域具有典型代表意义。大连保税区是我国第一批设立的海关特殊监管区之一，设立于20世纪90年代初期。20多年来，大连海关特殊监管区在地方经济发展中发挥了很大作用。随着经济全球化进程的加快，特别是我国加入世界贸易组织以来，海关特殊监管区的发展面临着许多新的挑战，并暴露出许多潜在问题。2008年9月，由美国次贷危机引发的金融危机席卷全球，全球经济体系受到了前所未有的冲击。而海关特殊监管区处于我国与世界市场交界点，更是首当其冲。如何应对这些挑战？这是当前我国积极应对全球金融危机和海关特殊监管区进一步发展急需解决的问题。外商投资企业的对外进出口贸易从各个方面影响着中国对外贸易发展状况，具体表现在：进出口总体规模方面、进出口商品的结构方面、中国进出口贸易方式方面、对中国贸易条件的影响作用以及在国际贸易分工中的利益获得等诸多方面，从这几个方面进行考察，可以大致获得外商直接投资在海关特殊监管区内发挥的重要作用和对中国贸易的发展，尤其是大连地方经济的促进作用。本文比较了境外自由贸易区和我国海关特殊监管区运行机制，在大连地区海关特殊监管区具体数据的基础上进行了研究，分析了海关特殊监管区当前发展的困境。立足于大连地区海关特殊监管区发展现状，运用国内外先进自由贸易区理论和管理学理论，对我国海关特殊监管区提出具体的、可执行的整合方式。本文旨在借鉴国际早已成型的自由贸易区概念和较为高效的监管理念，结合我国企业从事出口贸易经营的现状，着重以大连海关特殊监管区服务当地企业的发展为例，阐述我国海关特殊监管区不断发展和健全的可行性。全文共分6个部分。首先是绪论和相关理论基础部分。讨论了论文的选题背景及意义，阐述了论文的研究内容和结构安排以及论文的研究方法和技术路线。然后对大连海关特殊监管区功能现状和大连海关特殊监管区内出口企业进行了分析。然后对大连海关特殊监管区促进区内企业发展踢出了对策。最后对本文进行了总结及研究展望。更多还原

【Abstract】 More than thirty years after reforms and opening up, China’s open economy hasgradually formed with the rapid development of the booming economy and trade. Ourcountry’s ranking in the international trade has been moving forward and the influence to theworld economy trade has significantly enhanced. However, the rapid growth of China’sforeign trade is largely driven by the export and import growth of foreign investmentcorporations what is in China. The foreign-funded corporations have become the main forceof China’s exports, accounting for more than half of the country. However, the effects of theforeign-funded corporations are more and more obviously, especially in the Customs SpecialSupervision Zone. So, it is very important to pay enough attention to the import and exportof foreign-funded corporations in China.Dalian is located in China’s northeast region of the leading position, with theconstruction of international shipping center and the development of the old industrial baseof the Northeast, the Dalian plays the very important role in Dalian’s economic, so the studyof the Dalian special supervision areas has the typical representative meaning. DalianFree-Trade Zone is one of the earliest Customs Special Supervision Zones, whichestablished in1990s. For20years, the special customs supervision areas played a big role inour country’s processing trade. With the acceleration of the process of economicglobalization, especially since China’s accession to the world trade organization, thedevelopment of the special customs supervision areas faces many new challenges andexposes many potential problems. In September2008, the financial crisis which theAmerican loan crisis initiates attacked the world and the global economic system suffered anunprecedented impact. Special customs supervision areas, at the junction point betweenChina and the world market, are particularly affected. How to deal with these challenges?These problems are badly needed to resolve when our country actively responses to theglobal financial crisis and special customs supervision areas further development.The foreign-funded corporations import and export affects the situation of China’sforeign trade from all aspects: the overall size of the import and export, the commoditystructure, the trade patterns, the effects of China’s terms of trade as well as the interests in theinternational trade division and so on. From the investigation of such aspects, we cangenerally know the roles played by the corporations in the Special Supervision Zone and the impact of foreign direct investment on China’s trade, especially the improvement of theDalian’s economic.Therefore, we compared the mechanisms of the overseas free trade areas and the specialcustoms supervision areas in China in this paper. Based on the concrete data of the specialcustoms supervision areas in Dalian, we analyzed the trouble of the current development ofthe special customs supervision areas. Using the location advantage theory, the life cycletheory, the organization structure theory, a view of the overall developments modelintegration, policy function integration, regulation model integration in the special customssupervision areas is concluded. And the three integrations are discussed in detail.This paper, mainly taking the pattern of Dalian customs special supervision areas givingservice to the development of local corporations for example, described the feasibility ofChina’s custom special supervised areas’ continuous development and sound. During theanalysis, we learned from the already forming concept of a free trade zone in internationaland the more efficient regulatory philosophy. At the same time, we also combined with thepresent situation of our country’s corporations engaged in export trade business. The paperincludes six main parts. Firstly, we discussed the background and significance of the topicand the related theories. The content, the structure arrangement, the study method and thetechnical line of the paper are also explained. Secondly, the next two parts are theanalysis of the Function on the Dalian Customs Special Supervision Zone and the exportcorporation operation in the Dalian Customs Special Supervision Zone. At last this papersummarizes and puts prospects for future research.更多还原
