【摘要】 黄河三角洲是我国最后一个待开发的大河三角洲，是共和国一块年轻的宝地，这里自然资源富饶，土地广袤，海域辽阔，生态环境独特，有着巨大的开发潜力。国家先后把发展黄河三角洲高效生态经济列入“十五”计划和“十一五”规划，2009年11月23日，国务院正式批复《黄河三角洲高效生态经济区发展规划》，这标志着黄河三角洲高效生态经济区建设正式上升为国家战略。作为建设高效生态区的重要手段，循环经济再次受到社会各界的重视。2007年，东营市被山东省人民政府确定为循环经济试点城市，经过近几年发展，循环经济已初具规模，作为黄河三角洲的核心城市和黄三角高效生态经济区开发建设的主战场，东营市应在山东省循环经济试点建设的基础上，进一步提高其发展水平和显效性。本文以黄河三角洲高效生态经济区建设为切入点，重点围绕营市城市循环经济发展模式进行研究，有着重要的现实意义和理论意义。从现实上来讲，黄河三角洲的开发已进入新的历史时期，积极发展城市循环经济，加快高效生态经济区建设，对于培育全省新的经济增长极，提升山东在环渤海经济圈的地位和作用，增强全省整体经济实力和综合竞争力，在新起点上实现富民强省新跨越具有重要而深远的意义。从理论上来讲，抓住城市循环经济这个关键问题进行战略性研究，用先进的理论指导东营市黄河三角洲开发的实践，为东营市乃至黄河三角洲高效生态经济区建设提供强有力的理论保障。本文运用实证与规范分析的研究方法，理论和实践相结合，按照陈述事实、分析条件、提出思路、充实方案的逻辑思路展开研究。第一章阐述研究的背景及意义、研究目的、主要内容、方法和技术路线等；第二章阐述城市循环经济的基本理论，其中的重点是根据系统论的观点，从主力系统、支撑系统、保障系统三个方面出发，提出了全新的城市循环经济发展模式；第三章分析研究区现状，从优势、劣势和工作基础三个方面具体分析东营市发展城市循环经济的条件；第四章提出了东营市发展城市循环经济的战略构想，对发展城市循环经济的指导思想、发展目标、基本原则、主要任务等进行了探讨；第五章在前面理论创新、现状分析、战略构想的基础上，从绿色产业系统、基础支撑系统、社会保障系统三个方面构建了东营市城市循环经济的发展模式；第六章对论文研究存在的不足进行阐述并对未来发展提出展望。更多还原

【Abstract】 The Yellow River Delta is the last one of Chinese river delta to be developed, and is ayoung treasure of the Republic. Here there are the rich natural resources, vast land, vast sea,unique ecological environment , and has huge development potential. The Yellow River deltahighly effective ecology economy is included into the Tenth Five- year Plan and the EleventhFive-year Plan. Currently, the construction of Yellow River delta High-efficient ecologicaleconomic region has become national strategy and developing circular economy has becomethe important means of promoting this national strategy.Dongying is determined to be the circular economy pilot city by government in 2007,after development in recent years, circular economy has begun to take shape. As the centralcity of the Yellow River delta, Dongying should further improve circular economy level onthe basis of constructing pilot city of circular economy. This paper studies the eco-efficientEconomic Zone Construction of Yellow River Delta and focuses around the construction ofDongying City. There is important practical and theoretical significance. Realisticallyspeaking, the development of the Yellow River Delta has entered a new historical period.Actively promoting the Yellow River Delta development has the important and far-reachingsignificance for accelerating the construction of economic zone characteristics, cultivatingnew economic growth pole of province, enhancing the position and role of Shandong in Bohaieconomic circle, enhancing the province overall economic strength and competitiveness in thenew starting point, enriching the province to achieve a new leap forward. Theoreticallyspeaking, the study of Urban Circular Economy is an important issue of strategic research forusing the advanced theory to guide the development of Yellow River delta in Dongying City,providing the strong theory of security for the practice of Dongying and even the YellowRiver Delta eco-efficiency Economic.This paper uses empirical and normative analysis, and combines theory with practice,and starts the study according to a logic of ideas of stating the facts, analyzing conditions,submitting ideas, enriching the program. In chapter one this article proposes researchbackground and significance, and research objectives and methods. In chapter two it introduces the basic theory of Urban Circular Economy. In chapter three it analyses thepresent situation of Dongying, and specific analyses the urban circular economy developmentconditions of Dongying from the advantages, disadvantages and basic work three aspects.Inchapter four it puts forward strategic planning of Urban Circular Economy for Dongying,including its guiding ideology, development target, basic principles, main task. In chapter fiveit uses green industry system, foundation system and social security system to construct theUrban Circular Economy Development Mode of Dongying. In chapter six it analyses theshortage of this paper and puts forward the prospects for the future development.更多还原
